FLUORIDE SUPPLY CHAIN
1. Authority & Purpose
This request is made to obtain complete disclosure of all aspects of fluoride chemicals used in public water supplies in New Zealand inclusing all [District/Region]. The purpose is to identify all suppliers, transporters, contractors, decision-makers, environmental oversight, and safety compliance, leaving no element undisclosed.

A. Supply & Production
1. Identify the factory/facility where the fluoride chemicals supplied to New Zealand water systems are produced, including location, operator, and production process. Include all applicable laws, regulations, licenses, and international standards governing manufacture.
2. Identify all upstream raw material suppliers, including chemical sources such as phosphate rock suppliers, and any subcontracted labs or blending facilities.
3. Provide the full chemical composition, including chemical names, chemical formulae, and concentrations of all fluoride compounds added to the public water supply.
4. Provide all Safety Data Sheets (SDS), production records, and toxicology studies related to the fluoride chemicals supplied.

The Ministry of Health has decided to extend the period of time available
to respond to your request under section 15A of the Official Information
Act 1982 (the Act) as the consultations necessary to make a decision on
the request are such that a proper response to the request cannot
reasonably be made within the original time limit.
This is because some of the information you seek is held by other agencies
subject to the Act, as well as relevant local bodies subject to the Local
Government Official Information and Meetings Act 1987. The Ministry is
still undergoing consultation with several third-parties. Please note that
the Ministry does not hold much of this information, but we will look to
transfer your request to the relevant bodies as soon as practicable to
assist you and your request.
You can now expect a response to your request on, or before, Friday 5
December 2025.
You have the right, under section 28 of the Act, to ask the Ombudsman to
review my decision to extend the time available to respond to your
request.

Licences required: The appropriate licence endorsement that a driver or
operator transporting goods of this nature would need is their "D
endorsement". Depending on the size of vehicle that is transporting the
goods or in this case fluoride, the driver or operator would need their
Class 2, Class 3, Class 4 or Class 5 Licence class.

The Ministry of Health has received an OIA related to fluoridation. Please
see attached – it is quite extensive. The Ministry does not hold much of
this information.
We are looking to refuse relevant sections we do not hold, direct the
requester to published OIAs and webpages on our website and transfer the
request to relevant government agencies and local authorities under the
LGOIMA.
Please note the Ministry has completed the transferred several parts to
relevant agencies. This includes questions 3, 5, 10, 15, 16, 17, 18, and
20. This is detailed in the attached transfer letter.
Please can you advise what parts of this request may sit with you – this
could also include some of the questions already transferred above.

We have considered your request for supply of information that could
personally identify people whose roles involve working with fluoride

certification. In considering your request for supply of this
information, we have carefully weighed up whether there would be any
public benefit to providing this level of personal information against the
Council’s obligation as an employer and holder of this information to
protect personal information under the Privacy Act 2020. We also looked
into whether the information requested is subject to an obligation of
confidence, and decided that this is confidential information that the
Council is obligated to protect.
For these reasons, we decline to provide information requested under
questions 11 and 12, under section 7(2)(c)(i) in order to protect
information that is subject to an obligation of confidence where the
making available of the information would be likely to prejudice the

been processed under the Local Government Official Information and
Meetings Act 1987 (LGOIMA).
Please see below responses to your questions in blue font:
1. Identify the factory/facility where the fluoride chemicals supplied to
New Zealand water systems are produced, including location, operator,
and production process. Include all applicable laws, regulations,
licenses, and international standards governing manufacture.
Taupō District Council source their fluoride (Hydrofluorosilicic Acid –
HFA) from the company IXOM which is a business for water treatment,
chemical manufacturing and sourcing. Detail regarding the manufacturing
and production process and compliance with the applicable legislation and
regulations is held by IXOM and available on their website - [1]Fluoride

3. Provide the full chemical composition, including chemical names,
chemical formulae, and concentrations of all fluoride compounds added to
the public water supply.

toxicology studies related to the fluoride chemicals supplied.
As above, all this information is provided on the IXOM website which
states “All our manufacturing processes are ISO9001 certified, and
National Sanitation Foundation (NSF) accreditation is held for key
chemicals and equipment, ensuring our chemicals exceed the Australian
standards for drinking water, ensuring the well-being of our communities.
IXOM offers quality testing and certificate of analysis to comply with our
customers growing quality requirements.”
There is detail on [7]Chemical Risk Management services including risk
assessment, auditing, emergency response planning and services and
training.
11. Identify all contractors, consultants, and water treatment personnel
who handle, dose, or monitor fluoride chemicals.
The Taupō District Council Water Treatment Operators handle, dose and
monitor fluoride utilised in the water treatment processes.
17. Provide documentation of regulatory compliance, inspections, or audits
by government or third-party authorities.
TDC’s responsibilities extend to compliance of their own systems for
storage, dosing and handling. Regulatory compliance, monitoring,
inspections, reporting and auditing is undertaken in accordance with
requirements of the Drinking Water Quality Assurance Rules, specifically,
Section 4.10 – T3 Chemical Rules. For Taupo and Turangi supplies, this
includes continuous monitoring for fluoride of water leaving the treatment
plant, where concentrations are measured and reported automatically at
one-minute intervals. Automated alerts enable the Operations team to
respond to anomalies 24/7. Data and compliance is reviewed monthly with
non-compliant issues notified to the Water Services Authority within 24
hours. Detailed reporting to the Water Services Authority is included in
Annual Quality Assurance Rule reporting.
18. Disclose any incidents, complaints, or breaches relating to fluoride
chemical safety, handling, or dosing.
TDC staff have checked previous incidents, complaints /breaches relating
to fluoride chemical safety, handling or dosing. In summary:
1. In 2016 there was an identified issue with safety delivery where a
trained operator was not available to assist with unloading chemical
being delivered
2. 2009/2010 there was a dosing failure which could have impacted the
amount of fluoride being dosed. The dosing system was turned off until
new automated equipment could be installed.

FLUORIDE SUPPLY CHAIN
1. Authority & Purpose
This request is made to obtain complete disclosure of all aspects of
fluoride chemicals used in public water supplies in New Zealand inclusing
all [District/Region]. The purpose is to identify all suppliers,
transporters, contractors, decision-makers, environmental oversight, and
safety compliance, leaving no element undisclosed.
2. Information Requested
A. Supply & Production
1. Identify the factory/facility where the fluoride chemicals supplied to
New Zealand water systems are produced, including location, operator, and
production process. Include all applicable laws, regulations, licenses,
and international standards governing manufacture.
2. Identify all upstream raw material suppliers, including chemical
sources such as phosphate rock suppliers, and any subcontracted labs or
blending facilities.
3. Provide the full chemical composition, including chemical names,
chemical formulae, and concentrations of all fluoride compounds added to
the public water supply.
4. Provide all Safety Data Sheets (SDS), production records, and
toxicology studies related to the fluoride chemicals supplied.
5. Provide details of any chemical by-products, waste, or residues
generated during production, storage, transport, or dosing, including
their environmental and human health impacts.
6. Disclose all corporate entities, owners, and shareholders that profit
from the manufacture or sale of fluoride chemicals in New Zealand.
7. Clarify whether New Zealand currently manufactures fluoride chemicals
domestically, imports ready-made fluoride chemicals, or both, including
details of manufacturers and import sources.
B. Transport & Logistics
8. List all companies involved in transporting fluoride chemicals from
production sites to distributors, councils, and water treatment
facilities. Include freight, shipping, and air transport entities.
9. Provide shipping manifests, including transport schedules, storage

10. Include all applicable laws, licenses, and regulatory frameworks under
which these transporters operate, particularly regarding hazardous

The information you have requested is below.
1. Identify the factory/facility where the fluoride chemicals supplied to
New Zealand water systems are produced, including location, operator, and

Manawatū District Council (the Council) does not purchase fluoride
chemicals directly from the manufacturing facility and does not hold
records identifying the specific factory or factories where IXOM’s
fluoride products are manufactured, nor the detailed production
processes, licences or international standards applicable to those
facilities.
What Council does hold and can confirm is that:
o IXOM is the supplier of fluoride chemicals to Manawatū District
Council.
o The fluoride product used is hydrofluorosilicic acid (H₂SiF₆),
dosed in accordance with New Zealand public health guidance.
The detailed manufacturing information requested (specific factory
location, operator, production process, licences, international standards)
is held by IXOM and/or central government agencies, not by Council. This
part of the request is therefore refused under s17(g) LGOIMA (information
not held). We recommend the requester contact IXOM directly for detailed
manufacturing information, or make a request to the Ministry of Health
/ Manatū Hauora or Taumata Arowai if they require central government
oversight information.

blending facilities. Council purchases finished product from IXOM and is
not privy to their full supply chain. This part of the request is refused

the appropriate source for this information.

No other fluoride compounds are intentionally added to the Council’s
drinking water supplies.

Safety Data Sheets (SDS) Council holds the Safety Data Sheets provided by
IXOM for the fluoride product used (hydrofluorosilicic acid). These SDS
are publicly available from IXOM via their

Production records: Council does not hold manufacturing production
records for IXOM’s facilities. That information is held by the
manufacturer/supplier. This part of the request is refused under s17(g) of
the Local Government Official Information and Meetings Act (LGOIMA),
the information not held by Council.
Toxicology studies: Council does not hold original toxicology research
studies. Our practice is to rely on assessments from central government
and international health authorities, including:
Ministry of Health / Manatū Hauora
World Health Organization (WHO)
New Zealand drinking water standards and public health guidance
Toxicology information is available from the Ministry of Health,
Taumata Arowai, and the World Health Organization. This part of the
request is refused under s17(g) as the information is not held by
Council.
5. Provide details of any chemical by-products, waste, or residues
generated during production, storage, transport, or dosing, including
their environmental and human health impacts.
Fluoride is a byproduct of phosphate fertiliser. Fluoride does not break
down in the water and therefore the concentrations added at the treatment
plant are the concentrations consumed.
NZ Health and World Health organisation recommend the use of Fluoride to
protect public oral health. Accordingly the Ministry of Health considers
it safe to consume Fluoride within the specified range.
6. Disclose all corporate entities, owners, and shareholders that profit
from the manufacture or sale of fluoride chemicals in New Zealand.
Council does not hold information on all corporate entities, owners, and
shareholders involved in the manufacture, import and sale of fluoride
chemicals in New Zealand. Council’s direct commercial relationship is
with IXOM as a supplier. Council does not have visibility of all entities
and individuals who may profit in the upstream supply chain
(manufacturers, investors, shareholders, etc.). This part of the request
is refused under s17(g) (information not held). Publicly available company
information for IXOM and other entities may be obtained via the New
Zealand Companies Office and equivalent overseas company registries.
7. Clarify whether New Zealand currently manufactures fluoride chemicals
domestically, imports ready-made fluoride chemicals, or both, including
details of manufacturers and import sources.
Council does not hold comprehensive information on national manufacturing
vs importing of fluoride chemicals. We purchase product from IXOM and do
not have detailed knowledge of whether IXOM’s fluoride products are
manufactured in New Zealand, imported, or sourced from multiple locations
at different times.
This information sits with:
o IXOM (as the commercial supplier), and
o potentially with central government agencies (e.g. Ministry of Health,
Ministry of Business, Innovation and Employment, or Taumata Arowai) in
relation to approvals and regulatory oversight.
Accordingly, this part of the request is refused under s17(g) (information
not held).
B. Transport & Logistics
8. List all companies involved in transporting fluoride chemicals from
production sites to distributors, councils, and water treatment
facilities. Include freight, shipping, and air transport entities.
Council’s direct interaction is with IXOM, which supplies and delivers
fluoride products to Manawatū District Council’s water treatment plants.
We do not hold a complete list of IXOM’s upstream transport providers
(international freight, shipping lines, or domestic sub-contracted
carriers beyond those engaged for specific deliveries). We can confirm
that:
o Fluoride chemicals are delivered to our facilities by IXOM or carriers
acting on their behalf under commercial arrangements.
o Council does not normally contract separately with
freight, shipping or air transport entities for fluoride chemicals.
To the extent that information about all transport providers from
production site to distributor is sought, Council does not hold this and
refuses that part under s17(g). IXOM would be the appropriate party to
approach for full supply-chain transport details.
9. Provide shipping manifests, including transport schedules, storage
conditions, and handling protocols (personal driver details may be
redacted).
Shipping manifests & transport schedules:
Council does not generally receive or retain full international shipping
manifests or complete transport schedules from production facilities to
New Zealand. We hold delivery documentation relating to shipments received
at our sites (e.g. delivery dockets, consignment notes, invoices). If the
requester wishes, Council can search and provide copies of delivery
documentation for a defined time period (e.g. last 12 months), subject to
appropriate redactions for personal information and commercially sensitive
details.
If you want to limit work, specify a timeframe in your final letter before
agreeing to copy dockets.
Storage conditions & handling protocols (Council facilities):
Council holds and follows standard operating procedures (SOPs) for:
o On-site storage of fluoride chemicals

supplier’s SDS.

Council does not licence or regulate transport operators directly. Council
expects IXOM and any carriers engaged by IXOM to operate in compliance

all carriers and therefore refuses that extension of the request under

Fluoride chemicals at Manawatū District Council water treatment plant are
handled, dosed and monitored by:
o Council’s own water treatment operations staff (treatment operators),
and
o Where applicable, specialist maintenance contractors engaged by
Council to work on dosing systems or related plant (e.g. mechanical or
electrical contractors).
All Council staff who handle fluoride chemicals are trained in chemical
handling and operate under Council’s standard operating procedures and
health and safety policies. We do not routinely outsource the day-to-day
dosing and monitoring function to external water operators.
12. Provide full contract details, including terms of service, duration,
performance bonds, insurance coverage, and any professional
certifications required.
Council does not hold the specific contract details requested (including
terms of service, duration, performance bonds, insurance coverage, and
professional certification requirements). This information is therefore
refused under section 17(g) of LGOIMA (the information is not held).
13. Disclose all corporate structures, shareholders, and profit
arrangements related to these contractors.
Council does not hold detailed information on the internal corporate
structures, shareholders, or profit arrangements of IXOM or other private
contractors beyond what appears in publicly available company information
and what is necessary for contract management.

Zealand-registered entities can generally be obtained from the New
Zealand Companies Office.

fluoridation and receives no payments or incentives linked to the use of
fluoride; Council’s only relevant commercial relationship is its supply
arrangement for fluoride chemical (hydrofluorosilicic acid) with its
supplier.
Decision-making/advisory bodies: Decisions about whether a local authority
must fluoridate are made at central government level. Under the Health
(Fluoridation of Drinking Water) Amendment Act 2021, the Director-General
of Health may direct a local authority to add (or not add) fluoride,
and must seek and consider advice from the Director of Public Health
before deciding whether to make a direction.
E. Compliance, Oversight & Safety
16. Provide copies of all risk assessments, environmental impact
statements, monitoring reports, and internal or external
evaluations regarding fluoride safety, dosing, and public health.
Council does not hold environmental impact statements, public health
evaluations, or monitoring reports of the kind requested, as fluoridation
safety/effectiveness evaluations and population-health evidence reviews
sit with central agencies/health authorities rather than Council. This
aspect is refused under s17(g) LGOIMA (information not held).

Transport company for deliveries is Mainfreight.

is South Roads. Service contractor is Filtec. Fluent Consultants peer
review treatment plant performance on a cyclic basis. Waitaki District
Council Engineers monitor Supervisory Control and Data Acquisition
(SCADA), the computer system used for monitoring and control purposes in
Waitaki District water and wastewater treatment plants, which includes
various fluoride parameters.

Your request was originally made under the Official Information Act 1982
(OIA) to the Ministry of Health and you were seeking extensive information
relating to the fluoride supply chain, including manufacture,
international supply, transport, contractors, decision-making, regulatory
oversight, and international precedents. Following transfer, Council has
assessed your request strictly within the scope of information lawfully
held by Council and within its statutory functions.
Scope of Information Held by Council
The majority of matters raised in your request relate to national policy
development, international and domestic chemical manufacture, upstream
supply chains, importation, and central government regulatory and
oversight functions. This information is not held by Council and sits
outside Council’s role, responsibilities, and operational control.
Council’s involvement is limited to the operation of its water treatment
plants and the use of approved treatment chemicals at those facilities.

Council business units and record-keeping systems. No records,
correspondence, reports, contracts, approvals, audits, or other
documentation have been identified that relate to the broader matters
outlined in your request, including (but not limited to):
o manufacture or sourcing of fluoride chemicals
o upstream or international supply chains
o transport arrangements beyond Council receipt of product
o corporate ownership or shareholder information
o national or international policy development
o international case studies or legal decisions
As you are aware, is not required under the LGOIMA to create new
information, conduct research, or obtain information from third parties in
order to respond to a request, and accordingly pursuant to s17(e) of the
LGOIMA, your request is refused to the extent that the information
requested does not exist or is not held by Council.
Other Agencies
As you have already been advised, other agencies such as the Ministry of
Health, other Councils and Watercare may hold information relevant to
specific aspects of your request, and I understand they have entered into
correspondence with you. Each agency is responsible for independently
assessing what information it holds and responding in accordance with its
statutory obligations. Any decisions made by those agencies are outside
Council’s control.
This response reflects Council’s best and reasonable efforts to identify
and provide information within scope, and I trust the information provided
is of use to you. Accordingly, I am satisfied that Council has met its
obligations under the LGOIMA, and I shall progress to close my file. If

Official information request on fluoride
I refer to your official information request dated 05/12/2025 for
information about fluoride in the water supply, and chemicals, contracts,
and regulatory documentation. Parts of your initial request to the
Ministry of Health were transferred to the Thames Coromandel District
Council to provide information.

Public Annotation: What This OIA Reveals About NZ’s Fluoride Supply Chain Transparency (and What It Doesn’t)
As at 12 December 2025
This OIA request raises serious and legitimate public-interest questions about where New Zealand’s fluoridation chemicals actually come from, how they move through the supply chain, and which agencies oversee safety, transport, storage, and origin.
After reviewing all responses and partial transfers from Manatū Hauora, Health NZ, EPA, Taumata Arowai, local councils, and other agencies, several important observations can be made for the public record.

1. The Ministry did not answer the core question: the national supply chain
The requester asked for a complete, national-level picture of how fluoridation chemicals arrive in New Zealand, who imports them, who stores them, and the associated risks.
Instead, the Ministry:
• Fragmented the request into dozens of LGOIMAs to individual councils.
• Transferred risks to unrelated agencies (e.g., NZTA, FENZ, WorkSafe).
• Gave high-level regulatory descriptions (EPA group standards) rather than actual supply-chain information.
This has the effect of breaking a national question into 40+ micro-requests, making it nearly impossible for the public to see the “whole system”.
This fragmentation is not misinformation, but it is a form of obfuscation by dilution.

2. Some information is structurally difficult to obtain — but this was not clearly explained
The EPA’s “group standards” regime means importers self-assign compliance instead of receiving individual product approvals.
That part is true.
But the Ministry did not explain that:
• NZ importers still hold origin and quality documentation.
• Councils know their suppliers (e.g. Ixom, Orica).
• Health NZ regularly interacts with these suppliers through fluoridation directives.
So the Ministry’s implication that “no central supply-chain information exists anywhere” is misleading by omission.
The information exists — it is simply not collated centrally.

3. Key requests were not answered or properly refused
Several questions appear to have been ignored rather than granted or refused under specific OIA sections:
• Upstream manufacturing/origin of chemicals
• National supplier list
• Risk assessments, incident summaries, spill history
• Insurance/indemnity arrangements
• Individuals and organisations who advised or endorsed fluoridation policy
None of these were clearly addressed.
A lawful OIA decision must either provide the information or provide a statutory reason for refusal (s 18(e), 18(f), etc.).
That did not occur consistently.
This is a form of procedural avoidance.

4. Overuse of “information publicly available” (s 18(d))
Where the requester asked for:
• Names of endorsing organisations
• Individuals involved
• Internal communications
• Source documentation
…the Ministry instead redirected to general webpages about fluoridation.
This does not answer the specific questions asked.
It sidesteps them by providing generic promotional material.
This is technically compliant but substantively evasive — a classic example of strategic non-responsiveness sometimes seen in contentious policy areas.

5. Councils demonstrate what could have been provided nationally
Tararua District Council’s LGOIMA response shows how simple the answers can be when agencies just answer the question:
• Supplier name (Ixom)
• Product name (Hydrofluorosilicic Acid)
• Safety Data Sheet
• Storage and handling details
• Volume and trucking frequency
If one small council can provide this level of clarity in a single letter, there is no practical barrier to summarising the same information nationally.
The fact that the Ministry did not do this is a policy choice, not a legal limitation.

6. Conclusion for the public: this OIA exposes systemic transparency gaps
This OIA does not show any single “smoking gun” of misinformation.
But it does uncover a pattern:
A system that distributes responsibility across many agencies, none of which provide a coherent, joined-up supply-chain picture.
This results in:
• Obfuscation by fragmentation
• Avoidance by omission
• Misleading impressions of non-existence (“we don’t hold it”)
• Lack of duty-to-assist (section 13 OIA)
• Confusion for the public about who oversees what
• A perception of opacity around chemical origin and risk management
This OIA is important because it shows the structural weakness in New Zealand’s hazardous-substance governance system:
No agency takes proactive responsibility for providing the full picture.
For anyone following this request, the next logical steps would be:
• A narrowed follow-up OIA to Health NZ or Taumata Arowai requesting national supplier lists, risk assessments, and import documentation.
• If necessary, a referral to the Ombudsman for failure to meet the duty to assist and failure to decide parts of the request.
