We refer to your correspondence received on 5 December 2026 relating to your request for Fluoride
Supply Chain Information.
Please accept our sincere apologies for not providing a response within the statutory timeframe under
the Local Government Official Information and Meetings Act 1987 (LGOIMA), which was due on 23
January 2026.
Your particular requests and our responses (in red) are set out below:
3. Provide the full chemical composition, including chemical names, chemical formulae, and
concentrations of all fluoride compounds added to the public water supply.

4. Provide all Safety Data Sheets (SDS), production records, and toxicology studies related to
the fluoride chemicals supplied.

5. Provide details of any chemical by-products, waste, or residues generated during
production, storage, transport, or dosing, including their environmental and human health
impacts.
All HFA is used in treating water. The Health department is where we get the information.
8. List all companies involved in transporting fluoride chemicals from production sites to
distributors, councils, and water treatment facilities. Include freight, shipping, and air
transport entities.
Ixom is the supplier.
11. Identify all contractors, consultants, and water treatment personnel who handle, dose, or
monitor fluoride chemicals.
Council Operators take the tests which are processed by Hills Laboratory.
14. List all individuals, boards, committees, and advisers who approve or recommend fluoride
use in New Zealand, including councils, Ministry of Health, and public health associations.

16. Provide copies of all risk assessments, environmental impact statements, monitoring
reports, and internal or external evaluations regarding fluoride safety, dosing, and public
health.
Council has undertaken reasonable searches for the information requested.

Monitoring records are attached.
Council does not hold separate risk assessments (including environmental impact assessments), or
internal or external evaluations regarding fluoride safety, dosing, or public health. This part of the
request is refused under section 17(e) of the Local Government Official Information and Meetings Act
1987, as the information is not held.
17. Provide documentation of regulatory compliance, inspections, or audits by government or
third-party authorities.
Council has undertaken reasonable searches for the information requested.
Documentation relating to regulatory compliance is attached, including manual test results and online
fluoride monitoring graphs.
Any inspections or audits by third parties relate only to the water tanks and are also attached. Council
does not hold other audits or inspections regarding fluoride dosing or public health. To the extent your
request seeks such documents, that part of the request is refused under section 17(e) of the Local
Government Official Information and Meetings Act 1987, as the information is not held.
18. Disclose any incidents, complaints, or breaches relating to fluoride chemical safety,
handling, or dosing.
