SPECIFICATION FOR THE SUPPLY OF SODIUM SILICOFLUORIDE
1.
SCOPE
This specification is for the supply of Sodium Silicofluoride for use in the
treatment of public water supplies.
The Sodium Silicofluoride shall be delivered to the Mount Grand Water
Treatment Plant, 27 Brinsdon Road, Halfway Bush, Dunedin.
2.
GENERAL
The Sodium Silicofluoride shall be supplied as a dry ground powder suitable for
use in a dry powder feeder, manufactured by Shimonoseki of Japan.
It shall contain no lumps and shall flow freely from its container after 30 days
storage in a clean dry place or when stored in closed hopper bins.
Synthetic detergents of any type shall not be used as anti-caking agents.
The use of wetting agents or anti-caking materials other than synthetic shall
be permitted provided that they do not produce any interference with normal
water treatment processes and do not impart any taste odour or toxicity to the
water when it is treated within normal limits of fluoride.
The fluoride must comply with the standard NSF/ANSI 60.
3.
FLUORIDE
The Sodium Silicofluoride shall contain a minimum of 59.4 percent fluoride,
which corresponds to approximately 98 percent Sodium Silicofluoride.

IMPURITIES AND OTHER PROPERTIES
The material shall contain no more than 0.05 percent 'heavy metals'
expressed as lead and no other soluble mineral or organic substances in
quantities capable of producing deleterious or injurious effect upon the health
of those consuming water that has been properly treated with Sodium
Silicofluoride.
5.
MANUFACTURERS CERTIFICATE
The manufacturer or supplier of the Sodium Silicofluoride shall furnish a
certificate stating that the material supplied conforms to the requirements of
this specification.
They shall also furnish when requested a certified copy of the analysis of each
shipment or the lot from which the shipment was taken.
6.
SAFETY DATA SHEET
A Safety Data Sheet shall be provided with the shipment.

PACKING & MARKING

The Sodium Silicofluoride shall be packed in bags of no more than 25 kg net
weight stacked on non-returnable pallets.
Bags can be multiwall paper, woven polypropylene, woven hessian, or plastic,
but in all cases shall have an impervious liner that will prevent moisture
entering or any product exiting the bag.
Each pallet shall contain approximately one tonne of product and shall be
shrink wrapped.
The bags shall be clearly marked with the manufacturers’ name, the product
they contain, and the weight.
8.
QUANTITY & SHIPPING
The quantity of Sodium Silicofluoride required in this shipment shall be
approximately 20 tonnes or such quantity as required to provide a ful
container load.
9. UNLOADING & TRANSPORT
The shipment shall be delivered into store at the Mount Grand Water
Treatment Plant, 27 Brinsdon Road, Halfway Bush, Dunedin.
The Sodium Silicofluoride shall be always covered during transport.
A forklift is available at Mt Grand for unloading the product.
Please note that Mt Grand WTP is not a Transitional Facility.
10. DELIVERY
The time for delivery from the placement of the order shall be stated in the
quotation.
11. QUOTATION
The quotation shall include all costs involved in the supply and delivery of the
Sodium Silicofluoride to Mount Grand.
The price quoted shall be in New Zealand dollars and shall contain details of
any part of the price calculated from any overseas currency and shall state the
exchange rate used in the calculation.
12. PAYMENT
The supplier shall nominate his preferred method of payment, which will be
considered along with the price.

14. ACCEPTANCE OF QUOTE
The lowest or any quote will not necessarily be accepted.
The Dunedin City Council will give written notice to the successful tenderer
and an official order number authorising supply.
The unsuccessful tenderer will also be advised in writing of the outcome of this
tender.
