Local Government Official Information and Meetings Act (LGOIMA) request for
information regarding the fluoride supply chain
We refer to your LGOIMA request partially transferred from the Ministry of Health on 5
December 2025, requesting information regarding the fluoride supply chain.
The partially transferred portion of your request was:
3. Provide the full chemical composition, including chemical names, chemical
formulae, and concentrations of all fluoride compounds added to the public water
supply.
Please see attached the product specification sheet from the supplier.
4. Provide all Safety Data Sheets (SDS), production records, and toxicology studies
related to the fluoride chemicals supplied.

11. Identify all contractors, consultants, and water treatment personnel who handle,
dose, or monitor fluoride chemicals. We have 4 Trained staff who manage the safe operation of unloading and storing in
purpose-built tanks. The system is continuously monitored via Scada and alarmed to
the operators via SMS if there are leaks, overdosing or unexpected tank level drops.
14. List all individuals, boards, committees, and advisers who approve or recommend
fluoride use in New Zealand, including councils, Ministry of Health, and public health
associations.
Under the
Health (Fluoridation of Drinking Water) Amendment Act 2021, local
authorities that were already adding fluoride to their water supplies before the Act
commenced
must continue to do so. As Masterton District Council was already
adding fluoride prior to the commencement of the Act, we must continue to do so.
16. Provide copies of all risk assessments, environmental impact statements,
monitoring reports, and internal or external evaluations regarding fluoride safety,
dosing, and public health.

Masterton District Council has a water safety plan which incorporates Fluoride. This
states that overdosing is not physical y possible because the specification of the
dosing pump used is constrained to the amount of fluoride it can dose. This amount is
within approved limits.
As per our response to question 11 we also have continuous monitoring via Scada as
a safeguard to overdosing and risk.
18. Disclose any incidents, complaints, or breaches relating to fluoride chemical
safety, handling, or dosing. No incidents over the last 10 Years
