Part one of your request
Part one of your request requires substantial collation and research that
would disproportionately impact the normal operation of the office of the
Minister for Government Digital Services. Because of this, the Minister’s
office is considering refusing this part of your request under section
18(f) of the OIA (substantial collation and research).
However, before we take this step, we are contacting you to give you the
opportunity to refine your scope to enable it to be answered.
As it stands the request would require search through all emails, internal
office discussions, and correspondence with Sam Morgan and his associates
to ensure all relevant material within scope has been identified. An
initial search suggests the level of correspondence that may require
assessment in order to confirm relevance to your request is in the
hundreds of documents.
Would you be happy to refine this part of your request to: formal advice

later than 20 working days the request was received. Unfortunately, it
will not be possible to meet that time limit, as we need additional time

decision on your request are such that a proper response cannot reasonably

suggestions relating to the Covid response - specifically suggestions for
how the Government ought to respond
Because the request was made to the previous Minister for Government
Digital Services, your request is considered to have lapsed. This is
because once an individual ceases to be a Minister responsible for a
particular portfolio, they are no longer subject to the OIA.
If you would still like to continue your request, you may request do so,
and it will be responded to by the Department of Internal Affairs.

ministry in relation to any Covid-related proposals or ideas promoted
by Mr Morgan or his associates.
Part one of your request
Part one of your request requires substantial collation and research that
would disproportionately impact the normal operation of the office of the
Minister for Government Digital Services. Because of this, the Minister’s
office is considering refusing this part of your request under section
18(f) of the OIA (substantial collation and research).
However, before we take this step, we are contacting you to give you the
opportunity to refine your scope to enable it to be answered.
As it stands the request would require search through all emails, internal
