Executive summary 
1.  Contact tracing work continues as our key focus, in particular the COVID card trial and the Ministry 
of Health’s COVID mobile app. We also have begun to focus on our own preparations and support 
agencies to transition to business under Alert Level 2.  
2.  We continue to work with the following critical sectors and agencies: Health, Education, Justice 
(Police, Corrections and Justice), Border (Customs, MPI); National Security (including GCSB and 
NZSIS); Finance (Treasury and Reserve Bank); FENZ; ACC; MSD; OT; IR; the Ministry of Housing 
and Urban Development; and MBIE.  
3.  The GCDO continues to work with agencies and vendors to address issues that are blocking the 
delivery of critical services. Our focus has narrowed and deepened as we have moved from rapid 
responses on multiple fronts to significant programmes of work including, for example, contact 
tracing. The content of these situation reports has changed to reflect this change in focus.  
4.  Current communications messages remain unchanged. 
5.  The next GCDO report will be on Friday 22 May 2020.  From next week, we propose moving to one 
report per week on a Thursday.  This ties into the weekly report from Operations Command Centre 
to Ministers.

6.  The GCDO continues to operate on an “as needed” basis to help agencies and vendors with any 
requests relating to critical services and support for staff working from home. The GCDO 
received a request from the Ministry of Education regarding bulk printing of QR codes for 
multiple businesses and locations in support of the Covid-19 App.  This request was passed onto 
MBIE’s Business Connect team.

Current operational priorities 
Digital inclusion 
8.  Nothing to report. 
GCDO as system facilitator 
9.  The GCDO’s regular meeting with CIOs and MBIE will be held tonight. The agenda covers: 
•  Agency updates on moving to Alert Level 2 and any residual requests from Alert Level 3; 
and 
•  An update on the technology plan as requested by the OCC/Digital Public Service COVID-
19 Response team. 
COVID-19 contact tracing 
Contact tracing agency support

The COVID Card 
11. Nothing to report. A report on the Nelson trial will be the basis of an update for Ministers later 
this week. 
Supporting MOH with its contact tracing app 
12. Nothing to report. The Government Chief Privacy Officer (GCPO) continues to support the Ministry 
of Health (MoH) with privacy advice on its contact tracing app.  
13. MoH is publishing standards for contact tracing apps data, and the GCDO is continuing to work 
work with the Ministry on an accreditation framework for third-party apps. 
Technical guidance for agencies

Digital identity 
15. Nothing to report. 
WhatsApp COVID-19 channel   
16. Since the announcement of a move to Alert Level 2, the WhatsApp COVID-19 channel has seen 
the number of returning and new users fluctuate. The channel experienced the quietest weekend 
on record with just over 1,900 users per day compared to the usual 2,500/3,000+ typically seen 
over weekends. GCDO, in conjunction with MoH, will be conducting an assessment of the ongoing 
value of this channel. 
17. More than 50,000 people have used the channel since its launch on 2 April 2020, and more than 
900,000 messages have been received from, and sent to, users.
