Executive summary
1. The GCDO continues to work with agencies and vendors to address issues that are blocking the
delivery of critical services.
2. We are working with the following critical sectors and agencies: Health, Education, Justice (Police,
Corrections and Justice), Border (Customs, MPI); National Security (including GCSB and NZSIS);
Finance (Treasury and Reserve Bank); FENZ; ACC; MSD; OT; IR; the Ministry of Housing and Urban
Development; and MBIE.
3. Key actions underway include the COVID-19 Card prototype trial at Nelson Hospital.
4. Current communications messages remain unchanged.
5. The next GCDO report will be on Monday 11 May 2020.

6. There are no new issues. The GCDO mailbox is now receiving more business as usual inquiries and
little related to COVID-19 response. Suggest reporting on this on an exceptions basis in future.

GCDO as system facilitator
8. The GCDO has surveyed agencies on their use of collaboration tools. The findings of this survey
will assist us to provide advice on improving the interoperability of these tools, including through
guidance and standards; and to identify opportunities to coordinate investment in these tools.
9. The GCDO hosted a meeting with agency CIOs and MBIE on Wednesday. Participants focused on
developing a shared view of the Ministry of Health’s COVID-19 contact tracing as well as
engagement with agencies on related activities, such as the use of MBIE’s NZ Business Number for
contact tracing. CIOs noted that agencies are now focusing on the COVID-19 longer term response.
COVID-19 contact tracing
10. The COVID card trial at the Nelson District Health Board started yesterday.
11. The GCDO is providing ongoing feedback to the Ministry of Health on advice it is preparing for
Cabinet on technology to support contact tracing.
12. The GCDO and Ministry of Health have engaged with their Australian and Singaporean
counterparts on contact tracing, including the topics of technical priorities and challenges,
governance, and regulatory arrangements.
13. The Singaporean call included representatives from PPP, as it focussed on their interest in the
Covid card and alternative hardware solutions.

14. An updated dashboard is attached.
15. This week only one Tier 1 vendor reported an issue that affects services. Vodafone had issues this
week with outages on its broadband system, which had an impact on: IR, Citycare, and Kainga Ora
(formerly Housing NZ) in the Matamata and Napier regions. The issues have now been resolved.
16. On Tier 2 suppliers: no new issues affecting services were reported this week.

WhatsApp COVID-19 channel
20. Over 50,000 people have used the WhatsApp COVID-19 channel since its launch on 2 April 2020,
and over 780,000 messages have been received from, and sent to, users.
