Executive summary
1. The GCDO continues to work with agencies and vendors to address issues that are blocking the
delivery of critical services. Our focus is beginning to narrow and deepen as we move from rapid
responses on multiple fronts to significant programmes of work including, for example, contact
tracing. We expect to see the content of these situation reports change to reflect this change in
focus.
2. Contact tracing work continues as our key focus, in particular the COVID card trial and Ministry of
Health COVID mobile app. We have also begun to focus our attention on our own preparations,
and to support agencies, to transition to business under alert level two.
3. We continue to work with the following critical sectors and agencies: Health, Education, Justice
(Police, Corrections and Justice), Border (Customs, MPI); National Security (including GCSB and
NZSIS); Finance (Treasury and Reserve Bank); FENZ; ACC; MSD; OT; IR; the Ministry of Housing and
Urban Development; and MBIE.
4. Current communications messages remain unchanged.
5. The next GCDO report will be on Friday 15 May 2020.

Pain points reported by agencies
6. Since the last report, we have received three minor new issues for response; 36 are in progress;
and 60 have been closed or are near closure.
7. We are starting to get requests from agencies for visitor check-in services for their own use, as
well as requests for advice to business customers.

Current operational priorities
Digital inclusion
8. Nothing to report.
GCDO as system facilitator
9. Our key focus is continuing to support the Ministry of Health (MoH), specifically in helping to
develop processes for assessing third-party apps.
10. The GCDO is moving into the recovery phase of the COVID-19 response, and this means
supporting agencies with any technology or connectivity issues as they also move to Level 2. The
GCDO is reviewing all agency requests and developing a report on common themes and insights.
These will be built in to guidance and engagement for implementing the Strategy for a Digital
Public Service.
11. We are facilitating regular hui with agency digital and ICT leaders. The purpose of these hui are
primarily to form a collective view of how agencies are approaching the move to Level 2 and to
provide wraparound support where it might be needed.
COVID-19 contact tracing
The COVID Card
12. Nothing new to report. The team is currently evaluating the results from the prototype trial in
Nelson, and we expect to receive a report early next week.
Supporting MOH with its contact tracing app
13. The Government Chief Privacy Officer (GCPO) continues to support MoH with privacy advice on
its contact tracing app. The GCPO is attending a workshop with MoH and the Office of the Privacy
Commissioner (OPC) this afternoon.
14. The GCPO is providing advice on the Privacy Impact Assessment for the MoH contact tracing app
and the Terms of Use (including the Privacy Notice for the public to review). MoH is looking to
finalise these documents as quickly as possible due to the tight timeframes for the development
of the contact tracing app.
System reporting
15. The GCDO is working with the State Services Commission to include GCDO ICT and digital
insights in its COVID-19 System Assurance Report. Agency ICT results being reported are broadly
in line with our understanding. At this stage, ICT issues are being reported by two “critical”
agencies and three “non-critical” agencies. Further information is available on request.
Technical guidance for agencies
16. The GCDO is preparing advisory notes for agencies on network and device management.
