Executive summary
1. Our revised programme to support COVID-19 Recovery has the following primary actions:
• Technology response and governance: An AoG COVID-19 technology response plan and
supporting oversight recommendations;
• Contact tracing: A joint agency project to develop a COVID card prototype that can contribute
to the Ministry of Health contact tracing programme;
• Digital Channels Strategy: Progress a digital channels strategy as part of the AoG Channel
Strategy governance and implementation led by Suzanne Stew;
• Broker: Address pain points that have emerged as a result of the COVID19 response with
agencies and suppliers to enable effective operations;
• Emerging needs: Work with the Border and Health sectors to enable border management;
and
• Incident management: Support the national COVID-19 response as part of the technology
incident management response.
2. Current communications messages remain unchanged.
3. The next GCDO report will be on Thursday, 25 June 2020.

Current operational priorities
Support for technology at the border
5. We are continuing to work with the Border and Health sectors to explore technology options to
support the government’s COVID-19 response. Our next joint meeting is Friday, 19 June.
6. We will report the outcomes of this meeting to the Operations Command Centre.
COVID-19 contact tracing
7. The GCDO continues to support MoH and MBIE with advice on the NZ COVID Tracer app.
8. An updated Privacy Impact Assessment is available on the MoH website, and we continue to
engage with the Privacy Commissioner and MoH on further development of the app.
9. The Hon Tracy Martin, the Minister of Internal Affairs, and Hon Nanaia Mahuta, Minister for Local
Government, spoke about the NZ COVID Tracer app at the Estimates Vote Internal Affairs hearing
at the Governance and Administration Committee on 17 June.
10. Questions from the committee focused on business uptake of QR codes, privacy concerns, and
the time taken to develop the app.
COVID Card
11. A joint Government Digital Services/Health Cabinet paper in June will provide a progress update.
It is intended that a further paper to be provided in August – timing to be confirmed - will include
the outcome of an independent assessment of the final Public Private Partnership report, together
with results from further testing of the card.
Governance for the COVID-19 technology response
12. GOV is no longer to consider a paper about governance to support the technology response to
COVID-19. Advice received on 18 June is that this issue will now be considered in connection with
the new COVID19 AoG Response Group being established in the Department of Prime Minister
and Cabinet from 1 July 2020.
Covid-19 Response Technologies
13. The GCDO continues to work with the OCC on the support and ongoing future for the geo-spatial
solution developed as part of the response.
