Part one of your request requires substantial collation and research that
would disproportionately impact the normal operation of the office of the
Minister for Government Digital Services.  Because of this, the Minister’s
office is considering refusing this part of your request under section
18(f) of the OIA (substantial collation and research). 

However, before we take this step, we are contacting you to give you the
opportunity to refine your scope to enable it to be answered.

As it stands the request would require search through all emails, internal
office discussions, and correspondence with Sam Morgan and his associates
to ensure all relevant material within scope has been identified. An
initial search suggests the level of correspondence that may require
assessment in order to confirm relevance to your request is in the
hundreds of documents.

Because the request was made to the previous Minister for Government
Digital Services, your request is considered to have lapsed.  This is
because once an individual ceases to be a Minister responsible for a
particular portfolio, they are no longer subject to the OIA.

 

If you would still like to continue your request, you may request do so,
and it will be responded to by the Department of Internal Affairs.

 

If you decide to continue your request, the Department will have up to 20

Thank you for your request for the following information under the
Official Information Act 1982 (OIA):

 1. All correspondence to and from Sam Morgan or his associates, or with
any ministries in relation to proposals from Mr Morgan or his
associates held by your office.
 2. Any information held (reports, briefings, aide memoire) held by the
ministry in relation to any Covid-related proposals or ideas promoted
by Mr Morgan or his associates.

Part one of your request

Part one of your request requires substantial collation and research that
would disproportionately impact the normal operation of the office of the
Minister for Government Digital Services.  Because of this, the Minister’s
office is considering refusing this part of your request under section
18(f) of the OIA (substantial collation and research). 

However, before we take this step, we are contacting you to give you the
opportunity to refine your scope to enable it to be answered.

As it stands the request would require search through all emails, internal
office discussions, and correspondence with Sam Morgan and his associates
to ensure all relevant material within scope has been identified. An
initial search suggests the level of correspondence that may require
assessment in order to confirm relevance to your request is in the
hundreds of documents.

Would you be happy to refine this part of your request to: formal advice
(Aide memoires, briefings and reports) received by the Minister about the
proposal for the CovidCard from the Department and/or Sam Morgan and his
associates?

Part two of your request

I am transferring part two of your request to the Department of Internal
Affairs under section 14 of the OIA. This is because the request is for
information held by the Department. An official from the Department will
be in touch directly on this part of your request.
