1. You will be aware this proposal is a key policy difference between the two main political parties in New Zealand's forthcoming general election, which polls suggest will be very close. It may therefore determine the makeup of the next Government of New Zealand. It is therefore extraordinarily in the public interest that all the pros and cons of the proposal, as established by the experts at TEC over the last decade, become publicly available.
2. I am sure all TEC's advice to ministers and other agencies is electronically filed, including with a sophisticated search function, such that you could, in seconds, create a list of all such documents over the last ten years that include the words "University of Waikato" and "Medical School".
3. At this stage, I leave my request as it is. You may want to consult with me further once you have carried out and provided to me the list I refer to in (2) above.

Our initial IT search has located approximately 20,000 records that could contain information in scope of your request. We also conducted an additional search and reduced the date range to include all items from 1 January 2017, as information relevant to the 2017 election would be included in this timeframe. This reduced the volume slightly to approximately 14,000 records.
In order to meet our obligations under the Official Information Act 1982, we are required to review each record, determine whether it is in scope, and if it is, assess it for release. We may also need to consult with external parties prior to the release of any information, where consultation is necessary to make a decision. This will take some time for us to work through and prepare for release to you. Without further refinement, we anticipate we will need to extend your request for information a minimum of 8 weeks.
We appreciate the high public interest on this matter and want to provide our response in a timeframe that will allow visibility of the information to all interested parties. If you are able to refine the request further, this may reduce the volume of records we need to review and therefore reduce the time it will take to respond to your request. Please let us know if you would like to refine your request further or if you would like us to proceed with the original request.

Dear Matthew
Thank you for coming back to us.
Our initial IT search has located approximately 20,000 records that could
contain information in scope of your request. We also conducted an
additional search and reduced the date range to include all items from 1
January 2017, as information relevant to the 2017 election would be
included in this timeframe. This reduced the volume slightly to
approximately 14,000 records.
In order to meet our obligations under the Official Information Act 1982,
we are required to review each record, determine whether it is in scope,
and if it is, assess it for release. We may also need to consult with
external parties prior to the release of any information, where
consultation is necessary to make a decision. This will take some time for
us to work through and prepare for release to you. Without further
refinement, we anticipate we will need to extend your request for
information a minimum of 8 weeks.
We appreciate the high public interest on this matter and want to provide
our response in a timeframe that will allow visibility of the information
to all interested parties. If you are able to refine the request further,
this may reduce the volume of records we need to review and therefore
reduce the time it will take to respond to your request. Please let us
know if you would like to refine your request further or if you would like
us to proceed with the original request.

Thank you for your initial response.
1. You will be aware this proposal is a key policy difference between the
two main political parties in New Zealand's forthcoming general election,
which polls suggest will be very close. It may therefore determine the
makeup of the next Government of New Zealand. It is therefore
extraordinarily in the public interest that all the pros and cons of the
proposal, as established by the experts at TEC over the last decade,
become publicly available.
2. I am sure all TEC's advice to ministers and other agencies is
electronically filed, including with a sophisticated search function, such
that you could, in seconds, create a list of all such documents over the
last ten years that include the words "University of Waikato" and "Medical
School".
3. At this stage, I leave my request as it is. You may want to consult
with me further once you have carried out and provided to me the list I
refer to in (2) above.

over the last ten years for ministers and other government agencies on the
question of a new Medical School at the University of Waikato.
The scope of your request is quite broad, and I am sure you can imagine
this could be a large amount of information, which could take some time to

Are you able to refine your request further or describe a particular type
of information that would be of value to you? This might assist us to be
more specific in our search and help us to provide the information to you
in a more timely manner.
