-Is this relevant to current work in the portfolio, if so, how:
Yes. This is relevant to the Tertiary Education portfolio because medical provision is offered
through universities (currently the Universities of Otago and Auckland), and students
undertaking medical qualifications are mainly funded from the  Vote Tertiary Education
appropriation via SAC 3+ and Medical Intern grants, with the Ministry of Health funding 200
additional first year medical undergraduate places over the last four years.  Therefore,  issue is
also relevant to the portfolio of the Minister of Health as the University of Waikato (Waikato)
proposal impacts workforce planning.
 
-Should the Minister consider this invitation (yes or no):
Yes.

High.
 
-Would it be more appropriate/possible for this request to be referred to officials (yes or no; if

It is noted that Medicine provision is deemed high cost SAC provision and therefore subject to a
cap on the nationwide undergraduate year 1 intake.  The CAP for 2016 is 539 EFTS.
 
The Universities of Auckland and Otago have both previously indicated that it has been difficult
to secure clinical placements for final year students.  This has in the past impacted on the
number of undergraduate medical placements on offer since completion of final-year clinical
placements is required to students to be registered for professional practice.

The University of Auckland:

Auckland is New Zealand’s largest university by EFTS and offers a comprehensive range of
programmes, with particular strengths in medicine, science, and engineering.  Its educational
and research performance has been consistently strong and it is New Zealand’s highest ranked
university.   In 2016, the university will receive $442 million in funding, of which $319 million is
SAC funding and $5.9 million is Medical Intern grants.
The University of Auckland’s School of Medicine is based at its Grafton Campus and has two
satellite clinical schools: the South Auckland Clinical School at Middlemore Hospital and the
Waikato Clinical School at Hamilton’s Waikato Hospital.  In 2015 Auckland delivered $44.6 million
of SAC funded provision in its Bachelor of Medicine/Bachelor of Surgery qualification.
 
The University of Otago:
Otago is New Zealand's oldest university.  It is a high-performing university with strong
educational and research performance and has traditionally been a leader in health sciences and
sciences, as well as providing strong postgraduate and undergraduate education in law,
humanities and social sciences.  In 2016, the university will receive $301 million in funding, of
which $227 million is SAC funding and $7.4 million is Medical Intern grants.
Otago’s School of Medicine is based in its Dunedin campus with two satellite schools: the
Christchurch School of Medicine at Christchurch Hospital and the Wellington School of Medicine
at Wellington Hospital.  In 2015 Otago delivered $52.5 million of SAC funded provision in its
Bachelor of Medicine/Bachelor of Surgery qualification.
 
The University of Waikato:
Waikato is the second smallest of the New Zealand Universities and has the highest level of
Māori participation in the sub-sector with 21.9% in 2014 against a sub-sector average of 10.3%. 
Waikato has recently refocussed its areas of distinction to include civil and environmental
engineering, freshwater, health and sports science and is working to strengthen provision in
engineering, agri tech and elite sports courses .  In 2016, the university will receive $88.5 million
in funding, of which $71.7 million is SAC funding.
The TEC has not received a copy of the University of Waikato’s business case for developing a
new Medical School.
