Dear Wellington City Council,
I understand that the WCC is to decide on the revised Spatial Plan for Wellington City this month and that this includes locations that are to permit 6 storey building due to the presence of a PT stop or railway station deemed to be a Rapid Transit Stop.
I seek to understand the more recent WCC analysis and communications on the criteria and process used by the WCC to assess which public transport stops are deemed to be a rapid transit stop. I also seek to understand the assistance the WCC received in developing these criteria and in applying these criteria to determine which locations are rapid transit stops. I therefore request the following information:
1) Can the WCC please provide copies of the reports, presentations and/or working papers where the Spatial Plan definitions of "rapid transit service" and/or "rapid transit stop" were analysed or discussed since January 2021?
2) Can the WCC please provide copies of the meeting (and workshop) agendas, presentations, minutes and/or meeting notes at which the Spatial Plan definitions of "rapid transit service" and/or "rapid transit stop" were analysed or discussed since January 2021?
3) Can the WCC please provide copies of the reports, presentations or working papers where there was discussion on whether specific bus stops, cable car stops or any railway stations would or would not meet the Spatial Plan definitions of being a "rapid transit service" and/or "rapid transit stop" since January 2021?

The WCC response is to simply provide a long list of documents in various formats that are not the original electronic format and so are missing contextual and meta information. Therefore can the WCC also please provide the following information for each piece of information:

The Council has provided you with all of the information held, related to the subject of your request, apart from those emails or parts thereof that you have been advised were withheld. In this, you were advised that information had been redacted for personal reasons; that the information in the chain is not related to the request; or that the information had been withheld for reasons of commercial sensitivity.
All documents were provided in their original form, except for where it was necessary to convert them so that redaction software could be applied for the reasons detailed above (and in my original response). These converted documents will not be provided in any other format, original or otherwise, as that would allow the redactions that have been applied to be removed.
With regard to your bullet-pointed list below, we have provided all of the information relevant to these points, as part of the original response.
All attachments held by the Council have been provided, along with the parent communication. Where this has happened, the attachment has the same name as is recorded on the parent communication, so can be distinguished in that way. This is the same for linked documents. If they are held by the Council, they have been provided.
As detailed above, some documents were converted into PDF to allow redaction software to be used. These will not be provided to you in other forms.
The documents you say are unreadable, as they are in their original HTML format, are email documents generated using MS Outlook. They may pose problems for persons using Apple proprietary software. Please advise is this is the case and I will have toe documents resent as PDF's. I cannot convert them for Apple software reading purposes.
Concerning the document you advised was corrupted, I have checked this and can confirm that it does not seem to work properly. I have tried to re save it and the same issue has recurred. As such, what I have had to do is send the communication to myself, but with the originally redacted personal information replaced by asterisks. I have then attached it to this email for your purposes, in the original format. [reminder: it does contain redactions, but they have had to be done with asterisks due to the system].

In the second part of your email, below, you are challenging the Council’s
assertion that it has provided the information held, and you ask us to
confirm the origin and other factors of several files. While the Council
had provided you with all of the information held, you not being able to
open several Outlook files prevented you from seeing the origin of these.
When you view the PDF’s provided today, you will be able to see the origin
of the ‘Rapid Transit Definitions v1.1.pdf’ file (it is an attachment to
one of the files converted to PDF).
Concerning the second file that you refer to in the same section, I am
unable to see the file you are talking about ‘Item 14.Statistics on Cable

in my responses of 16 July or 22 July. Are you please able to confirm this
