Thank you for the WCC response. However, the response is incomplete. This is partially because the WCC has interpreted the information requested incorrectly (refer requests 2, 3, 4 & 5) and partially because some requested information stated to be provided appears to be missing (refer requests 6, 7 & 8).
With respect to the WCC response to requests 2, 3, 4 & 5:
The WCC response to all these requests is:“This is included in the information provided as a response to question 1” i.e. included in the PWC BRT Indicative Business Case (IBC) document.
Each of the requests specifically asks for the details “including how they were calculated”. It is not possible to determine how the actual figures and scores were calculated from the PWC BRT IBC document. For example “Table 22. Costs, benefits and Benefit-cost ratios – core BRT options” (page 37) states the Capex cost for recommended option 3 has total benefits of $48.0m (NPV), total costs $20.6M (NPV) and a Benefit-cost ratio of 2.3. However, the PWC BRT IBC does not include the specific calculations (including the formula used) used to produce the option benefit and cost amounts.
In fact my request asks for a copy of the PWC BRT IBC data and calculations that were created for the project (such as by GWRC) or created by the project (often identified as “PWC calculated”). In practice I would expect to receive copies of the original calculation analysis spreadsheets used by the project to create the respective tables of costs, benefits, Benefit-cost ratios and patronage figures outlined throughout the PWC BRT IBC. I would also note that my original request states “If this information is held in electronic form, I would prefer the information was provided in its original and complete format.”
I repeat my request for copies of the detailed option costs, benefits, benefit/cost ratios and patronage (including how they were calculated) outlined in the PWC report.
With respect to the WCC response to requests 6, 7 & 8:
The WCC response appears to be incomplete in that information requested is claimed to have been provided but it is not clear that is actually attached.
Confirmation is sought from WCC that the information requested in requests 6, 7 & 8 has been provided.
