Resource consents for combustion discharges
Alex Harris made this Official Information request to Southland Regional Council
The request was partially successful.
From: Alex Harris
Dear Southland Regional Council,
Under rule 5.5.2.2(a) of the Environment Southland Regional Air Quality Plan, the discharge of contaminants from fuel burning equipment of more than 5MW is a discretionary activity and requires a resource consent. I would like to request the following information under the LGOIMA:
* a list of all the resource consents in force for discharges from fuel-burning equipment under rule 5.5.2.2(a). For each consent I would like the date of issue, date of expiry, the fuel source for the combustion, and the power in kW or MW (if known) or maximum combustion rate (e.g. in tonnes per hour, if known).
I would prefer to receive an electronic response. Queries about this request will be automatically forwarded to me by the fyi.org.nz website.
Yours faithfully,
Alex Harris

Hi Alex,
I have received your request, and I am emailing to inform you that there would be a charge associated with pulling this information for you (Section 13(1A) of the LGOIM Act). I have estimated that responding to the request would take approximately 2.5 hours which would cost $220. However, if you are able to narrow down your request we may be able to get you the information you need in less time, and at a lower (or no) cost.
Could you please confirm what information you need, and how you would like to proceed?
Kind regards,
Alex

Dear Alexandra King,
I'm interested in finding large fossil fuelled discharge sources.
Which part of the process would take the time? Finding consents for air discharge from fuel burning, or extracting the relevant data? If the latter, I'm happy to be sent the consent documents and extract the information myself. if the former, then it may be easier to search for things like coal, diesel, LPG, and natural gas.
Yours sincerely,
Alex Harris

Hi Alex,
Unfortunately I am not able to search the database for those terms. I have attached a list of current and in-progress Air Discharge Permits. It may be more efficient if you could tell me which of the listed permits you would like a copy of, and I will send those to you?
Thanks,
Alex

Dear Alexandra King,
Really? It shouldn't take half a day to copy this number of files from your document management system and upload them somewhere available.
Yours sincerely,
Alex Harris

Hi Alex,
I'm sorry but the permits requested are in three different systems, one of which is paper based.
The estimated 2.5 hours is an indication, an invoice would be sent for the actual time spent. If you are happy to proceed I can pull these for you on Monday. You are welcome to call me to discuss on 0800 76 88 45
Please advise.
Kind regards,
Alex

Dear Alexandra King,
The joy of legacy systems.
Assuming I ask for one sonly from a digital system, how many can I get without incurring a charge?

Hi Alex,
I apologise for this, and thanks for understanding.
I have searched one database and attached the resulting permits. These are the newest, or most recently requested, amended, or transferred. This took 30 minutes, which is not charged for as per our policy.
I can search for some more on Monday. Hopefully these are what you need.
Kind regards,
Alex

Dear Alexandra King,
Thanks. As I'm up against the charging limit, there's no need to search for any more. The spreadsheet you provided will enable people to request any that they are interested in.
Yours sincerely,
Alex Harris
