Just to clarify, I had thought the information would have been sufficient
to answer your queries, but to be definitive.
 
What is the current state of this project? - Still in design phase - as
noted signalling design is on-going and physical works can't be completed
until a design is finalised.
When is this project anticipated to be completed? - there isn't one, as
KiwiRail can't provide an estimate completion date until there is a
finalised design.
What is the main hold-up, if any? Is a complex site, and designing the
interface between rail and road has taken longer than anticipated. From
the timeline provided -
Designs
- Civil Design Approved with minor details to be confirmed once signals
design is complete
- Track Design - minor adjustments required
- Signals Design - on-going
Note - prefabrication for signalling equipment required before physical
works can commence
 
What is the approximate cost of this project, both to date and by
completion, to KiwiRail? As noted in response - these details are
commercially sensitive as contracts still being negotiated.
