When CCC engaged with KR,  to determine the crossing location they 
were advised of the issues, some being:
• The Xing shortens the Down Main so long trains si ng at the next signal
will block the crossing. An extension to the Down Main and new 
connection is required.
• The Xing loca on results in the westside Islington siding becoming
redundant.

Initial Discussions
 
•KR access the ballast siding with work trains from the east end which
blocks the level crossing. I southern access/egress is required by way of 
new turnouts.
• The Xing loca on requires the Up and Down Main to be realigned as you
cannot have a curve through a Xing. 
Initial figures provided by KiwiRail were indicative only as no designs had 
been procgressed.

KiwiRail has a select number of options available for the type of 
interlocking system required as part of the signals design for Halswell 
Junction Road. The preferred supplier indicated programme delays with 
other major projects of 18months and decision was taken to take the

alternative option. The preferred designer indicated a period of 3 years for 
the design process. The design being undertaken by the alternative option 
is progressing but it is a  complicated site.
Note - at present (4/5/2023) the signalling design is on-going.

to use the yard resulted in changes to scope and designs.

Signals, track and civil designs are impacted.

- KiwiRail are completing areas of construction were possible to advance 
programme although this strategy is unusal. Design process is usually

- Challenges exist with materials and equipment required from around the 
world. Long lead items are being procured as early as possible. 
Risk
- Contaminated material is a significant risk.
- Issues arising from the signalling design process could result in delays or 
additonal cost.
