New railway crossing at Halswell Junction Road / Waterloo Road

Dear Christchurch City Council,

CCC is currently working on a project to close the existing railway crossing of Halswell Junction Road at the intersection of Waterloo Road, Islington, and construct a new section of road with a replacement railway crossing about 100 metres further west.

My request concerns the following points:

- Is CCC aware of the potential safety issue created by insufficient stacking distance for vehicles approaching the new railway crossing from the north to be able to stop clear of both the railway lines and the T intersection of Halswell Junction Road and Waterloo Road just north of the railway lines.

- How does CCC propose to address / mitigate this safety issue.

- As it is stated the T intersection will be controlled by traffic lights, are these linked to the railway crossing alarms to ensure there are no conflicting indications.

Dear Patrick,

 

I refer to your request for information as below.

 

I have consulted with staff and they have provided the following
information:

 

1.       Is CCC aware of the potential safety issue created by
insufficient stacking distance for vehicles approaching the new railway
crossing from the north to be able to stop clear of both the railway lines
and the T intersection of Halswell Junction Road and Waterloo Road just
north of the railway lines. 

To mitigate any potential safety issue the traffic signals will be linked
to the rail crossing lights as shown on the attached plan.

 

2.       How does CCC propose to address / mitigate this safety issue.

Please refer to our response above.

 

3.       As it is stated the T intersection will be controlled by traffic
lights, are these linked to the railway crossing alarms to ensure there
are no conflicting indications.
