Service agreement engagement with Chameleon Events, to include dates of procurement process, copy of tender, express of interest and the due process taken in choosing Chameleon Events, along with Chameleon Events and other company's proposals.
How long is service agreement with Chameleon Events?
What is WCC threshold monetary value for an event before that event needs to go to tender or express on interest.
WCC service agreement with Chameleon Events, WCC requires a report completed on the entire NYE event (Satisfactory report delivered to City events Manager for sign off) by 24th January 2025 please provide a copy of this document.
There is a lack of Procurement for this event why? From your own website The Procurement is designed to promote open, fair competition for NZ Government contract opportunities in this case does not exist.

 of your response for 10 working days, pursuant to section 14(1)(b) of the
 LGOIMA, as consultations necessary to make a decision on the request are
 such that a proper response to the request cannot reasonably be made
 within the original time limit.
 
For this reason, you can expect a response from the Council no later than
 12 September 2025.
 
You have the right, by way of complaint under section 27(3) of the LGOIMA,
 to request an investigation and review of WCC’s decision to extend by the

As the Council now accepts that an error has occurred, and you are now seeking to correct this so that it does not occur again. Can the Council confirm and ensure that the new contract for Christmas 2026 and New Year’s Eve event for 2026/27 is a fair open expression of Interest or tender as per the Operational Procurement Policy 2022 and advertised to the wider event community and the team that made this error will not determine the outcome of the successful tender, given that the responsibility for determining and approval of the appropriate commercial approach lies with the Commercial Partnership team. It is well known and acknowledged in previous correspondence that your council team that has made this error have a long standing relationship with Chameleon Events. This team should be removed from any future tendering decision processes relating to these events allowing the many talented creative events companies the same opportunities awarded on merit and compliance.

I would also like to clarify what information specifically you want in
 regard to question two. As currently worded, question two does not meet
 the requirements of due particularity. The Council has provided all
 relevant information to the questions that have been asked. Can I confirm
 that you want emails between the Events Manager and Chameleon Events
 regarding the service agreement for the New Year’s Eve event held 2023/24?
 
To enable us to meet our obligations under the LGOIMA, we would be
 grateful for tour response to our clarification request as soon as
 possible, but no later than 19 September 2025.

Acknowledge a number of email have been received, emails from the Event Manager have no appeared please provide.
The WCC Event Manager was involved in emailing authorities and firework suppliers for NYE using WCC council resources around this time on behalf of the Chameleon Events and Pyro International please supply a copy
A copy of the service agreement for 2025/26 NYE and proposals/ Creatives to warrant the engagement of Chameleon Events.
