Thank you for your email of 3 July 2025 to Te Kaunihera o Pōneke | Wellington City Council (the
Council) requesting the following information:

Al documents and expenses related to Wellington New Years Eve event 2023 & 2024 To
included Suppliers, Expression of Interests and successful tenders
Your request has been considered under the Local Government Of icial Information and Meetings Act
1987 (LGOIMA).
The Council has a long-standing contract with Chameleon Events for supplying events delivery to the
Council for over a decade and has been used for events such as New Years’ Eve, Queen’s Jubilee
and world premieres. You can find a copy of the service delivery contracts between both the Council
and Chameleon for the 2023/24 and 2024/25 New Year’s Eve (NYE) events attached to this
response. Some information (names and contact details) has been withheld from the release pursuant
to section 7(2)(a) of the LGOIMA, to protect the privacy of natural persons.
Whilst the Council can query decisions and ensures that all safety measures and licences are in place
with the sub-contractors selected by Chameleon events, the Council does not hold documentation
related to the suppliers, tender process, expressions of interest or awarding of contracts between
Chameleon Events and the businesses they work with. Payment is made to Chameleon Events
through instalments (as outlined in the service delivery contract) in order to cover their fee as an event
organiser, as well as providing money to Chameleon to pay their suppliers. I can confirm that the
overall amount paid to Chameleon for the previous two NYE events below:

The Council is required to provide a ‘Land-Owner Approval’ for certain events, namely fireworks
released from the land and not from the barge in the harbour. You can find a copy of these approvals
attached. Please note, the 2023/24 approval was sent as an email due to the approver being about to
board a plane. Some information (names and contact details) has been withheld from the release
pursuant to section 7(2)(a) of the LGOIMA, to protect the privacy of natural persons, and section
7(2)(b)(ii), to protect information where the making available of the information would be likely
unreasonably to prejudice the commercial position of the person who supplied or who is the subject of
the information.
As per section 7(1) of the LGOIMA, I do not consider that in the circumstances of this response, the
withholding of this information is outweighed by the other considerations which render it desirable to
in the public interest to make the information available.
You have the right, by way of complaint under section 28(1) of the LGOIMA, to request an
investigation and review of the Council’s decision to refuse information by the Ombudsman.
