- All communications (including but not limited to meeting minutes and agendas) from the offices of senior management and council members regarding actual or proposed student tuition fee, student levy, and Vice-chancellor salary increases between 2020-present.

I refer to your request of 18 October 2024.  We apologise for the delay in
 our response.  The University’s response follows.
 
“The percentage at which annual student tuition fees, the student levy,
 and the Vice-chancellor's salary respectively have been raised for each

The actual amount of the student levy, the Vice-chancellor's salary, and
 the average annual tuition fee each year from 2018-2024 (including the new
 amounts for 2025 recently decided on in council meeting 09/10/2024)”.
 
The University’s Council holds a fees-setting meeting in October each
 year. Documents for the proposed Compulsory Student Services Fee (CSSF)
 (which you refer to as the “student levy”) and proposed domestic and
 international fees are included in the agenda documents for those
 meetings. Council’s minutes record its decisions on the CSSF and tuition
 fees and are publicly available on the University’s website here for
 2019-2025:

 These documents provide you with the University’s domestic tuition fees
 and CSSF for 2020-2025. Percentage increases are either directly provided
 in these documents or derivable from the information in them. I note that
 at the time of your request, the minutes for the October 2024 fees-setting
 meeting had not been approved, as these are approved at the following
 meeting (which is held in December).  As of today, the online archive
 holds agenda and minutes for all Council meetings from 2019-2024.  This
 constitutes a partial refusal of your request under section 18(d) of the
 Official Information Act 1982.
 
We have attached the agenda, relevant agenda papers, and minutes for
 Council’s fee-setting meetings for 2017 and 2018. These documents provide
 you with the University’s domestic tuition fees and CSSF for 2018-2019.
 Percentage increases are either directly provided in these documents or
 derivable from the information in them.
 
Although it isn’t clear what figure you intend to request as the “average
 annual tuition fee”, averages can be derived from the detailed information
 provided in Council’s fee-setting meeting documents.
 
The Vice-Chancellor’s salary is published at

 This constitutes a partial refusal of your request under section 18(d) of
 the Official Information Act 1982.

The University cannot provide the requested information it holds without
 substantial collation or research and your request is refused under
 section 18(f) of the Official information Act 1982. The agenda documents
 and minutes provided to you are detailed records of the University’s
 decision-making on tuition fees and the CSSF. If you wish to make a more
 targeted request for documents after reviewing that material the
 University will respond to it under the Official Information Act.
 
You have the right to make a complaint to an Ombudsman if you are
 dissatisfied with this response.
