Thank you for your email, received on 31 August 2016. You requested the
following information, under the Local Government Official Information and
Meetings Act 1987 (LGOIMA):

Response and release of information
The Team Leader, Papanui Library has provided some background on the
issues experienced outside the library that led to the installation of
this device:
Papanui Library experienced an increase in youth behaviour issues after
re-opening post-quake in late 2012. Papanui Library customers were
regularly experiencing a range of anti-social behaviour by youths,
including physical and verbal abuse. The major issue that provoked
customer complaints on a daily basis was the large congregation of young
people across the front external foyer area, steps and entranceway to the
library. Library customers expressed discomfort about accessing the
library because they encountered swearing, abuse, spitting, smoking and
approaches for cash and cigarettes. Many said they would not feel
comfortable using our services as a result. The job of moving groups
along, dealing with inappropriate behaviour, abuse and threats became a
major part of the Papanui Team Leader’s role. Groups would often disperse
only to reappear and regroup five or ten minutes later.
Approaches were made to local youth organisations, school and local police
for assistance. Local police suggested the use of a noise emitting device
that discouraged youth from congregating. The device was installed on a
trial basis at Papanui Library by local police on 26 June 2013 and proved
successful. There were numerous times that groups dispersed and moved away
as a result of the device and customer feedback was very positive
regarding the improvements.
After trialling the device successfully at Papanui Library, the Police
suggested that it be moved to another site experiencing similar problems.
Unfortunately, after the device was removed Papanui Library started to
experience a repeat of the congregation across the entranceway/foyer
issues and a request to purchase a device was made. This device was
installed in December 2014. Staff are able to turn the device on and off
and it was only being used at night until recently when a resurgence of
problems, including a physical assault on a security guard, prompted us to
turn the device on in the daytime.
