I am requesting Traffic Modelling, Reporting and Calculations (Including SIDRA analysis) as it relates to the newly installed cycleway along Kent Terrace.

I am wanting to understand the predicted level of service decrease/increases for the following intersections:

- Oriental Parade / Cable Street.
- Kent Terrace / Courtenay Place
- Kent Terrace / State Highway 1

I am also wanting to know what validation has been completed by WCC, since the installation of the cycleway including independent road safety audits and verification of the predicted level of service decrease/increases.

Extension

Thank you for your request made under the Local Government Official
Information and Meetings Act 1987 (the Act), received on 16 August. You
requested the following information:

1. Traffic Modelling, Reporting and Calculations (Including SIDRA
analysis) as it relates to the newly installed cycleway along Kent
Terrace. To understand the predicted level of service decrease/increases
for the following intersections:

a) Oriental Parade and Cable Street.
b) Kent Terrace and Courtenay Place
c) Kent Terrace and State Highway 1

2. What validation has been completed by WCC, since the installation of
the cycleway including independent road safety audits and verification of
the predicted level of service decrease/increases.   

The Act requires that we advise you of our decision on your request no
later than 20 working days after the day we received your request.
Unfortunately, it will not be possible to meet that time limit and we are
therefore writing to notify you of an extension of the time to make our
decision, to 19 September 2023.

This extension is necessary because consultations necessary to make a
decision on your request are such that a proper response cannot reasonably
be made within the original time limit.

 

Right of review

You have the right to seek an investigation and review by the Ombudsman of
this decision. Further information is available on the Ombudsman
website, [1]www.ombudsman.parliament.nz.

Hi Amber,

Can you please advise specifically what consultations are necessary to complete this request?

It is disappointing that it took Wellington City Council 20 working days to decide that they required an extension, when the information should have been readily available.

This extension does not seem to be "as soon as is reasonably practicable" as required by LGOIMA.

Dear John,
Thank you for your email received on 12 September 2023 in which you asked
what consultations are necessary to complete your request.
Whilst I had hoped to be able to provide you with copies of the
information requested before 12 September 2023, as the information
requested has not been released publicly and the response is being posted
to a public website, this requires the response to be reviewed and
approved by a member of the Council’s Executive Leadership Team prior to
release.
 
As such, I advised that I had extended the timeframe for the request in
order that a decision can be reached on whether the information can be
released in its entirety or whether some redaction or withholding of
information is required.
I appreciate the decision to extend the timeframe for the request is not
what you had hoped for though I can advise that I am currently working
with the relevant officers in preparing the information for release and
will endeavour to provide you with the information prior to the extended
date of 19 September 2023.
