Dear Wellington City Council,
I would like to request all documents including policy discussions and decisions, and environmental reports regarding emission rates in the Wellington CBD (most particularly in Molesworth Street and the Oriental Parade-Kent Terrace route).
In particular I would like any documents about the emission rates caused by traffic congestion both before and since the installation of the cycle lanes - whether they have decreased, stayed the same, or increased, and if so, by how much?
Please provide all documents in a publishable format with redactions clearly identified under the legislative grounds.
I expect a response within the legislation timeframes & a clear reasoning provided if this is not possible.

Thank you for your email dated 28 November 2024, regarding emission rates
caused by traffic congestion since the installation of cycle lanes.
Your request is being considered under the Local Government Official
Information and Meetings Act 1987 (LGOIMA).
We seek clarification or refinement of your request for information. The
Council does not hold specific data on emission rates before and after the
installation of the Molesworth Street and Oriental Parade - Kent Terrace
cycle routes. We only have information on city-wide emissions, which is
not broken down by ward, suburb, or cycle route. Therefore, if the request
is not refined, we would need to refuse it under section 17(g) as the
information requested is not held by the Local Authority.
Please refer to our website for information published on[1] city-wide
emissions, particularly [2]see Appendix C of [3]the Wellington City
Community Carbon Footprint Report 2022/23 , which outlines the research
the Council has undertaken on on-road transport emissions.
If you would like to refine your request, please let us know as soon as
possible. Please note that any clarification or amendment of a request is
considered a new request for the purpose of calculating the maximum
statutory timeframe for response, as per section 13(7) of the LGOIMA. If
we do not hear back from you by the 20 December 2024, the request will be
refused under section 17(g) of the LGOIMA.
