Further Request for communications on the Spatial Plan Rapid Transit lines
Tony Randle made this Official Information request to Wellington City Council
The request was partially successful.
From: Tony Randle
Dear Wellington City Council,
On 3rd October 2020, a request for Request for communications on the Spatial Plan Rapid Transit lines was made through the FYI web site (https://fyi.org.nz/request/13909-request...).
The WCC response on the 3rd of December 2020 stated:
"On 30 November 2020 you rang and asked for further clarification regarding the Rapid Transit Stop and/or Rapid Transit Service. You asked what was the prescribed Government rules and what decision the Council made. The Council had a brief discussion with the Ministry for Environment prior to the release of the Draft Spatial Plan where the Tawa and Johnsonville lines were discussed as Rapid Transit Service/Stop. The Council then modelled either a five or ten minute walking catchment from the stations along these train lines to apply Policy 3 of the NPS-UD. The Council has now received submissions on the Rapid Transit Service/Stop and will consider these in the course of finalising the Spatial Plan. There were no other documents found that would meet your request apart from what has already been supplied to you."
Since this time there has been comment from the WCC, the Ministry for Environment and the Greater Wellington Regional Council on the whether various locations are, or are not, Rapid Transit Stops under the NPS-UD and/or under the WCC Spatial Plan.
I seek to understand the more recent WCC analysis and communications on the criteria and process used by the WCC to assess which Wellington public transport stops are deemed to be a rapid transit stop, the assistance the WCC received in developing these criteria and how the WCC applied these criteria to determine which locations are rapid transit stops in the city. I therefore request the following information:
1) Can the WCC please provide copies of the reports, presentations or working papers where the Spatial Plan definitions of "rapid transit service" and/or "rapid transit stop" were analysed or discussed since September 2020?
2) Can the WCC please provide copies of the meeting or workshop agendas, presentations, minutes or meeting notes at which the Spatial Plan definitions of "rapid transit service" and/or "rapid transit stop" were analysed or discussed since September 2020?
3) Can the WCC please provide copies of the reports, presentations or working papers where there was discussion on whether specific bus stops or any railway stations would or would not meet the Spatial Plan definitions of being a "rapid transit service" and/or "rapid transit stop" since September 2020?
4) Can the WCC please provide copies of the meeting or workshop agendas, presentations, minutes or meeting notes where there was discussion on whether specific bus stops or any railway stations would or would not meet the Spatial Plan definitions of being a "rapid transit service" and/or "rapid transit stop" since September 2020?
5) Can the WCC please provide copies of the correspondence with any central government ministry, department or agency where the Spatial Plan definitions of "rapid transit service" and/or "rapid transit stop" were analysed or discussed since September 2020?
6) Can the WCC please provide copies of the correspondence with any other local government councils or agencies where the Spatial Plan definitions of "rapid transit service" and/or "rapid transit stop" were analysed or discussed since September 2020?
7) Can the WCC please provide copies of the correspondence with any central government ministries, departments or agencies where there was discussion on whether specific bus stops or any railway stations would or would not meet the Spatial Plan definitions of being a "rapid transit service" and/or "rapid transit stop" since September 2020?
8) Can the WCC please provide copies of the correspondence with any other local government councils or agencies where there was discussion on whether specific bus stops or any railway stations would or would not meet the Spatial Plan definitions of being a "rapid transit service" and/or "rapid transit stop" since September 2020?
Yours faithfully,
Tony Randle
