Dear Accident Compensation Corporation,

Please treat this as a request for official information under the Official Information Act 1982.

I understand that Doug Craig is no longer involved as a reviewer in ACC’s ongoing Cultural Review. I would like to better understand the circumstances surrounding any changes to the composition of the review team.

Accordingly, I request the following information:

1. Communications Regarding Reviewer Departure

Any correspondence (including emails, memos, Teams chats, or meeting notes) between members of the Executive Leadership Team or the ACC Board that refer to, discuss, or relate to any changes to the reviewers appointed to the Cultural Review, particularly any reference to Doug Craig no longer being involved.

2. Internal Discussion or Documentation

Any internal ACC documentation or communication that records or explains the rationale, decision-making, or process regarding a change to the appointed Cultural Review reviewers.

This includes any briefing notes, risk considerations, communications with the reviewers, or updates provided to the Executive Team or Board or Minister.

3. Complaints or Concerns (If Any Exist)

If any complaints, concerns, or feedback were received internally (by ACC staff or Board members) relating to either of the independent reviewers, I request copies of those communications.

Dear Government Services,

I wish to register my strong disappointment with the decision communicated to me today. The response is entirely unsatisfactory and does not cover the scope of my request.

It is wholly inappropriate that ACC has unilaterally reduced the scope of my request to cover only Board-level communications, when my request explicitly covered Executive Leadership Team communications, internal documentation, and any complaints or concerns. At no point (including when you extended the deadline on 18 August) was I consulted about such a narrowing.

Further, I am frankly confused as to why it has taken well over a month to identify and present what amounts to a handful of emails (and even then they are being recieved outside committed timeframes). This strongly suggests unnecessary delay, stalling, and a lack of transparency inconsistent with the standards of accountability expected of a Crown entity subject to the Public Service Commission’s oversight.

I expect ACC to immediately revisit this request, properly apply the scope I originally set, and release all material that falls within it. Anything less would be an unreasonable restriction of my rights under the Official Information Act.
