Dear Oranga Tamariki—Ministry for Children,
Please treat this as a request for official information under the Official Information Act 1982.
This request is made in the public interest to support transparency around fiscal responsibility, organisational scale, and executive accountability at Oranga Tamariki. As someone interested in the performance and efficiency of public services, particularly those working with vulnerable communities, I believe it is important to understand how leadership structures, expenditure, and workforce resourcing have evolved over time.
The information requested below relates to standard financial and operational reporting that I expect is already held internally.
1. Budget vs Actual Expenditure by Executive Portfolio – FY2021 to FY2024
For each financial year from FY2021 to FY2024, please provide the following for each Deputy Chief Executive (DCE) or equivalent Executive Leadership Team (ELT) member’s portfolio (i.e., all cost centres and services reporting to them):
- The approved annual budget and actual expenditure.
- If any financial details are considered sensitive, percentage variance (over/under budget) is acceptable.
- Please include the name of the responsible DCE or ELT member for each year.
2. FTE by Executive Portfolio – FY2021 to Present
For each executive portfolio, please provide:
- The budgeted FTE vs actual FTE for each financial year from FY2021 through to the most recent available data in 2025.
- The year-on-year change in actual FTE (as a number or percentage).
- If available, please include quarterly or mid-year FTE figures where tracked.
In addition, for frontline service roles (e.g. social workers, youth justice staff, care and protection practitioners, residential workers), please provide:
- Any instances from FY2021 to the date of this request where increases to frontline or service delivery FTE were sought and approved.
- Copies of, or relevant excerpts from, approval documentation submitted to the Executive Leadership Team or the Oranga Tamariki Governance Board relating to those FTE increases.
These metrics are fundamental to understanding how Oranga Tamariki has resourced its responsibilities and structured accountability for delivery. Should any part of this request be likely to require substantial collation under section 18(f) of the Act, I would appreciate early notice so that I may consider refining the scope.
