Planning and Feedback of Changes to the Christchurch Bus Service

Dear Canterbury Regional Council,
Recently a large number of changes were made to the Christchurch public transport service by Metro Info. These changes have significantly reduced the level of service available in many parts of the city and their reasons are in some cases almost impossible to guess at.
As such I would like to request the following:
1) Prior to the implementation of these changes, information about their effect will have been carried out in the form of reports or other documents. Please provide all of the documents related to the decision to make the implemented changes and any considered alternatives. If there are enough documents that this would trigger a refusal under 18(f) I would ask for the most relevant documents and the titles of all collated documents so a more specific request can be made.
2) Before the implementation of these changes external parties would have been offered the chance to give feedback. This would include both the general public, bus companies and other related organisations. Please provide all feedback that was provided from all sources.
3) Since the implementation of these changes feedback has been requested via various methods including asking the public to email to metroreview(AT)ecan.govt.nz. Please provide all feedback provided about the changes. If the amount of feedback you have received is of such a volume that it cannot be provided then I would instead request the internal statistics showing a breakdown of the categories you use for it.

or in hard copy version. Looking at the size of the documents concerned,

Dear Wendy Groves,
Thank you for your response. I would like to receive the documents electronically via email (in reply to this one which will go via FYI) if possible. Given a total of 20MB they may need to attached to individual emails to avoid email size limits. However, an alternative would be to upload them to any one of the various dropbox services out there and simply email a link to them.
