RMA 1991 fees and charges applied by the TDC

Dear Timaru District Council,
Could you please supply me with details with section 36 of the Resource Management Act 1991 that covers off your 2016/17 Fees & Charges. And details under section 36(5) of the Act. that refers to Council’s ‘absolute discretion’ to remit any charge of any kind.
Also an outline of, and any documentation that refers to how the TDC cost and calculate these fees when setting minimum thresholds
