Thank you for your email dated 24 June​ to Te Kaunihera o Pōneke |
Wellington City Council (the Council) for the following information:  
  
        This request relates to physical cycleway protection and
separation devices installed on Wellington City Council-controlled roads,
including but not limited to raised separators, concrete or rubber kerbs,
planter boxes, flexi-posts, bollards, hit-sticks, wheel stops, modular
separators, and      any other physical barrier or device used to separate
cycleways from general traffic or parking.
 
        For clarity, I am particularly interested in information about
barriers that have been damaged by vehicles, displaced, removed, degraded,
or left unrepaired.
 
        Please provide the following information in relation to cycleway
protection assets for the period 1 July 2024 to the date of this request.
 
        - Maintenance plans, standards and policies including time to
repair service levels
        - Maintenance budgets
        - Actual spend against budgets
        - Inspection schedules and inspection reports
        - Summary of damage reports, including time to repair data
        - Any communications with Police, Waka Kotahi/NZTA, ACC,
contractors, or insurers relating to vehicle strikes on cycleway barriers.
        - Any information about cost recovery from drivers, vehicle
owners, insurers, or other parties where barriers were damaged by vehicle
impacts.
        - Any records showing the number of vehicle strikes or suspected
vehicle strikes affecting cycleway barriers.
        - Governance and reporting information
  
Your request is being considered under the Local Government Official
Information and Meetings Act 1987 (LGOIMA).  
 
This email is to seek clarification on your request. As currently worded,
your request would require the collation and assessment of a considerable
number of documents from the Council’s systems. To enable us to provide
you with a timely response, and in accordance with our obligations under
section 17B of the LGOIMA, we wish to clarify if there is
anything particular you require. If so, the Council recommends refining
your request to be for a narrower scope of information if possible. Should
the request not be refined, it is likely that the request will be
refused pursuant to section 17(f) of the LGOIMA, as the information
requested cannot be made available without substantial collection or
research. 
 
Refinements can be for a specific section of cycleway or specific

To enable us to meet our obligations under the LGOIMA, we would be
grateful for your response as soon as possible, but by no later than 7
July.
 
Please note, any clarification or amendment of a request is considered to
be a new request for the purpose of calculating
the maximum statutory timeframe for response—see section 13(7) of the
LGOIMA.
