Please provide a digital copy of EVERY, or any, engineering drawing that details the present state-of-play regarding proposed layout changes being considered for all the streets that form any part of the proposed Thorndon connections routes of the Bike Network.

Additional to the annotation appended to this information request.
The Association has sound reasons to expect priority for this information request.
It arises from not responding to prior oral requests. This is a 'reminder' in writing. Hence the Association requests that this is now treated as a priority.
The desire for this information, updated, was signaled on 4 November 2022 i.e. 90 calendar days ago, (60 workdays). Clearly the plans are available, as representatives viewed them early in November last year.
The Association wishes to receive the PDF's well BEFORE commencement of the next business week.
Please upload the PDF's by COB tomorrow, Friday 3 February 2023 so that members can access them this weekend.

The Association asked for drawings that detail the "present state of play"
Thank you for supplying documents (drawings) on Friday that reflect detail as of December 2022.
WCC advises that these drawings do not alone reflect the current state of play because a road safety audit has required significant changes to the designs and that these have been made "as a result of ... ongoing discussions with ... key stakeholders in the area."
The Association requests:
- a copy of the Road Safety audit on the basis that WCC advise that it contains information relevant to the present state of play and details on the drawings supplied.
- a list of all "key stakeholders in the area", by name and/or address, that WCC ever has had, or is currently having, discussions with concerning street layout design details i.e. stakeholders who have seen the detail.
- respectfully, that the Association is regarded and treated as a qualifying 'key stakeholder in the area', and therefore included in well facilitated discussions (workshops etc) about the design DETAILS, as well as any significant changes being proposed.

The Safety Audit report related to the December versions of the plans has yet to be supplied as requested. There are elevated concerns that fifteen (15) business days passed since the Association's confirmed request for this associated information.

Wellington City Council has refused your request for information.
The plans are in the final stages of confirmation and will be made available to the public on Monday 6 March when consultation opens. Feedback will be open from 6-27 March.
There will be a webinar on Thursday 9 March to talk through the proposals and answer questions.
We are therefore refusing your request under section 17(d) of the Act as the information will soon be publicly available at the below address.

Thank you for your letter dated 27 February 2023, file ref: IRC-4404
The information requested has NOT been supplied.
WCC's response letter merely lists stakeholders identified for the project who have been communicated with by a letter drop, or an officer greeting, or perhaps an email (or combinations thereof).
The Association specifically requested the list of all "key stakeholders in the area" (i.e. affected persons or entities) who have had discussions (consultation) concerning 'STREET LAYOUT DESIGN DETAILS' i.e. consulted on ALL the known DETAIL of the street layout proposals in the area.
Such affected people would have seen and discussed the latest detailed layout plans available at the time (e.g. the 90% design drawings from December 2022) so that they could fully interpret the detail of the scope of the proposals, and be informed adequately to appraise (in detail) any likely impacts arising for them, or others. Accordingly they would have been empowered to communicate matters arising from the detail to WCC during the 'discovery' phase of the Thorndon Connections project.
The Association looks forward to receiving the information originally requested please i.e. who, among the key stakeholders in the area, was consulted on STREET LAYOUT DESIGN DETAILS?
Some examples of the manner in which such DESIGN DETAIL was provisioned to these stakeholders would be appreciated please.

Thank you for your letter which highlights in yellow the stakeholders WCC met with (either online or in person) concerning the Thorndon Connections project.
The Association's information request also requested other information, being examples of the manner in which such DESIGN DETAIL was provisioned to, and discussed with, these stakeholders.
Your letter would indicate, broadly, that some detailed designs were revealed, and only for specific areas around some premises; not the whole route. However, your letter also advises that discussions were also held on the overall project area as well.
Unfortunately the generality of the response is unhelpful. It does not reveal the actual information shared under the auspices of 'consultation', nor the actual extent of meaningful design detail discussed with each highlighted affected person/entity.
The Association specifically meant :
- the date or dates the effected persons or organisations were 'consulted' during the DISCOVERY stage of the Thorndon Connections project (the period from 1 October 2022 to 5 March 2023).
- which DESIGN DETAILS were discussed with these affected persons? i.e. which street layout design drawing VERSIONS were used in these consultations (date of drawing, title of drawing, etc? (uniquely identifying the drawing and its maturity)
- indicate whether any detailed design for the street network in their vicinity to test for combined or potential aggregated impacts to street users or street functionality and/or other affected persons in the street or adjacent streets (testing for the discovery of potential for combined bad effects).
- were any of these consultations on the design details with GROUPS of neighbours (affected persons) in the same street or vicinity? i.e. to test for combined positive or bad network effects - interactive impacts?
- which ALTERNATIVE detailed design OPTIONS were discussed with these affected persons?
- which affected persons were INVITED to present alternate detailed design options, in the spirit of consultation, during this 'discovery' period of the project?
- which affected persons were consulted on the road safety AUDIT report?
- was any other aspect of design detail provisioned or discussed with affected persons/parties. If so, what were they, and to whom of the highlighted affected parties?

Re: WCC's letter of 2 May 2023. Errors and misrepresentation.
- the Association does not have a record of a meeting on 25 October 2022.
- a 'focus group' on 7 February 2023 was specifically designed to AVOID structured consultation with affected parties on all the proposed DESIGN DETAILS or detailed DESIGN OPTIONS for the Thorndon Connections. Focus was merely on concepts and peripheral matters.

The Association has been patient in this matter.
Association representatives viewed these plans on 4 November 2022. Advice received at that time was that the design was 30% complete and some updates were imminent. The expectation was set then that the Association would see updates in the near future.
The Association's position then, that it clearly established its information need (request) on 4 Nov. 2022, in a face-to-face meeting of representatives and WCC officers.
Two months on, the outstanding updates are 'urgent' as the Association has related priorities scheduled.
The Association trusts that PDF's can be uploaded today.
