I am writing to request information under the Official Information Act 1982 regarding formal Ministry consideration of sector implementation capacity in relation to recent education reforms.
This request relates to formal documents created, commissioned, relied upon, or tabled within Ministry governance or programme structures since 1 January 2024 concerning the implementation of:
* the Curriculum Refresh;
* changes to assessment and reporting;
* the rollout of structured literacy and mathematics resources; and/or
* the Student Monitoring, Assessment and Reporting Tool (SMART).
Specifically, I request:
1. Confirmation of whether the Ministry holds any formal briefings, governance papers, implementation updates, risk registers, assurance reports, programme status reports, change management documents, readiness assessments, or similar documentation that discuss any of the following in relation to schools, teachers, principals, or the wider education workforce:
* implementation pressure;
* sector capacity;
* workforce readiness;
* change fatigue;
* reform congestion;
* competing reform demands;
* workload impacts;
* adoption risk;
* stakeholder fatigue;
* operational sustainability; or
* risks relating to reform sequencing or pace.
2. For any documents identified, I request:
* the title of the document;
* the date;
* the document type (e.g. briefing, governance report, risk register, implementation update, Gateway review, etc.);
* the programme or workstream it relates to; and
* a brief description of the relevant subject matter.
3. This request also includes any formal summaries, briefings, presentations, collated feedback, or similar documents from sector representative organisations (including NZEI Te Riu Roa, PPTA, NZPF, SPANZ, or equivalent bodies) that were provided to, tabled at, or referenced within Ministry governance, implementation, assurance, or programme workstream meetings in relation to implementation capacity, workload, reform sequencing, or sector readiness.
This request is intended to identify the existence and nature of formal documents discussing implementation and workforce-related risks. It is not presently a request for full copies of all identified documents.

Ministry to review nearly every formal document type held relating to the
Curriculum Refresh, changes to assessment and reporting, the rollout of
structured literacy and mathematics resources and the Student Monitoring,
Assessment and Reporting Tool (SMART) for over a two-year period.
In addition to this, part three of your request would also require the
identification and manual review of information supplied by various
external parties to the Ministry across a two-year period, for each of the
four work programmes you have specified.
The Ministry would then be required to manually review each document,
line-by-line, against the 11 different topics you have specified at part
one of your request, to determine if in scope.
To avoid refusal of your request on the basis of substantial collation and
research, we invite you to refine the scope.
Please note that, in line with section 15 (1AA) of the Act, if refinement
or clarification of a request is sought within seven working days of the
date on which the request was received, the Ministry may treat the amended
or clarified request as a new request that replaces the original request
for the purposes of calculating the timeframe.

due particularity.
Could you please provide further clarification regarding the specific
document types you are seeking, where you refer to formal governance

At this stage, the Ministry is unable to determine the particular document
types in scope of these aspects of your request.
It would be helpful if you could provide more specific document types and

To assist the Ministry in identifying the relevant information and satisfying the requirement for due particularity, I am providing further specificity regarding the scope, document types, authors/recipients, and purpose of the documentation sought.
Specific Document Types Sought
For the avoidance of doubt, the terms “formal governance papers, implementation updates, readiness assessments, and programme status reports” are intended to cover standard public-sector programme and governance documentation such as:
• formal briefings and memoranda prepared for senior leadership or governance purposes;
• programme or implementation status reports, including milestone tracking or RAG-status reporting;
• implementation readiness assessments;
• risk and issues registers or formal risk assessment frameworks;
• implementation sequencing, pacing, or roadmap papers; and
• agenda papers, action logs, or formally tabled meeting papers where implementation readiness or implementation risks were discussed.
Authors and Intended Recipients
This request is limited to formal documentation generated by, or submitted to, senior Ministry officials, programme governance groups, implementation oversight groups, or project teams responsible for the refreshed English curriculum for Years 0–8.
This includes documentation prepared for, or provided to, curriculum implementation leadership, programme governance, executive oversight, or project management functions within the Ministry.
Purpose of the Documents
The scope is restricted to formal documentation created for purposes such as:
• assessing sector, school, or teacher implementation readiness;
• reporting on implementation sequencing, pacing, milestones, or delivery risks;
• identifying implementation support requirements for schools or teachers; or
• advising senior leadership or governance groups on implementation risks, mitigations, or operational readiness.
As noted in my original request, I am not currently seeking full copies of all documents under this request. I am seeking a schedule or list identifying relevant documents, including title, date, document type, and a brief description of the relevant subject matter.
