Your request has been considered under the Official Information Act 1982
(the Act).

 

Your request, as currently worded, is broad in nature and scope and lacks
due particularity.

 

As it stands, your request would require a manual line-by-line review of
all briefings, reports or advice provided to the Minister of Education,
the Secretary for Education, and each Ministry Deputy Secretary over a
period of more than two calendar years, to determine whether any of these
documents are in scope of your request.

 

For example, a briefing or report to the Minister of Education may include
‘Curriculum Refresh timeline’ or ‘Assessment and reporting changes’ in its
title, however the Ministry would need to manually review each document in
its entirety to determine whether it also includes discussion of any
impact on workforce readiness, change fatigue, workload pressures or
burnout.

 

Likewise, a report to the Minister of Education may reference sector
capacity, wellbeing or workload in the title, however a line-by-line
review of the document in its entirety would be required to determine if
this is in the context of any of the matters you have raised.

 

In the hope that we may be able to avoid refusing your request and so that
we are able to reasonably identify the information you are seeking, we
would like to invite you to clarify the scope.

 

We have identified the following information that may assist you in
clarifying your request:

 

·         Limiting the scope to only one of the individuals referenced,
such as the Minister of Education only

·         Reducing the number of topics, for example reports to the
Minister of Education on teacher or principal wellbeing only

·         Reducing the timeframe, such as to the last 12 months or the
2025 calendar year

Please note that, in line with section 15 (1AA) of the Act, if refinement

On 13 April 2026, the Ministry sought clarification of your request, as it
would otherwise require a manual line-by-line review of all briefings,
reports or advice provided to the Minister of Education, the Secretary for
Education, and each Ministry Deputy Secretary over a period of more than
two calendar years, to determine whether any of these documents are in
scope of your request.

 

On 14 April 2026, you clarified your request as follows:

 

I request copies of all final briefings, reports, or formal advice
provided to the Minister of Education since 1 January 2025 that
specifically discuss teacher or principal wellbeing, workload, or sector
capacity in the context of recent education reforms.

 

This includes (but is not limited to) advice relating to:

·       the Curriculum Refresh

The Ministry has reviewed its records, and we have not identified any
briefings, reports, or formal advice provided to the Minister of Education
on the Curriculum Refresh, changes to assessment and reporting or the
rollout of mathematics or structured literacy resources, where teacher or
principal wellbeing, workload, or sector capacity is a substantive focus
of the advice.

 

Your request is therefore refused under section 18(e) of the Act, as the
information requested does not exist or despite reasonable efforts cannot
be found.

 

We note there may be incidental mention of such matters within reports or
advice provided to the Minister of Education, however, to identify this
information would require a line-by-line review of all reports or advice
regarding the Curriculum Refresh, assessment and reporting changes and
mathematics or structured literacy resources, which would amount to
substantial collation under the Act.
