of sector implementa on capacity in rela on to recent educa on reforms.
This request relates to formal documents created, commissioned, relied upon, or tabled within Ministry governance
or programme structures since 1 January 2024 concerning the implementa on of:
* the Curriculum Refresh;
* changes to assessment and repor ng;
* the rollout of structured literacy and mathema cs resources; and/or
* the Student Monitoring, Assessment and Repor ng Tool (SMART).
Specifically, I request:
1. Confirma on of whether the Ministry holds any formal briefings, governance papers, implementa on updates,
risk registers, assurance reports, programme status reports, change management documents, readiness

assessments, or similar documenta on that discuss any of the following in rela on to schools, teachers, principals, or
the wider educa on workforce:
* implementa on pressure;
* sector capacity;
* workforce readiness;
* change fa gue;
* reform conges on;
* compe ng reform demands;
* workload impacts;
* adop on risk;
* stakeholder fa gue;
* opera onal sustainability; or
* risks rela ng to reform sequencing or pace.
2. For any documents iden fied, I request:
* the tle of the document;
* the date;
* the document type (e.g. briefing, governance report, risk register, implementa on update, Gateway review, etc.);
* the programme or workstream it relates to; and
* a brief descrip on of the relevant subject ma er.
3. This request also includes any formal summaries, briefings, presenta ons, collated feedback, or similar documents
from sector representa ve organisa ons (including NZEI Te Riu Roa, PPTA, NZPF, SPANZ, or equivalent bodies) that
were provided to, tabled at, or referenced within Ministry governance, implementa on, assurance, or programme
workstream mee ngs in rela on to implementa on capacity, workload, reform sequencing, or sector readiness.
This request is intended to iden fy the existence and nature of formal documents discussing implementa on and

While your request does not pertain to copies of documents, to provide a response to your request would amount

The broad number of document types you have specified would require the Ministry to review nearly every formal
document type held rela ng to the Curriculum Refresh, changes to assessment and repor ng, the rollout of
structured literacy and mathema cs resources and the Student Monitoring, Assessment and Repor ng Tool
(SMART) for over a two-year period.
In addi on to this, part three of your request would also require the iden fica on and manual review of
informa on supplied by various external par es to the Ministry across a two-year period, for each of the four work
programmes you have specified.
The Ministry would then be required to manually review each document, line-by-line, against the 11 different topics
you have specified at part one of your request, to determine if in scope.
To avoid refusal of your request on the basis of substan al colla on and research, we invite you to refine the scope.

Please note that, in line with sec on 15 (1AA) of the Act, if refinement or clarifica on of a request is sought within
seven working days of the date on which the request was received, the Ministry may treat the amended or clarified
request as a new request that replaces the original request for the purposes of calcula ng the meframe.

request.
To assist the Ministry in iden fying the relevant informa on and sa sfying the requirement for due par cularity, I am
providing further specificity regarding the scope, document types, authors/recipients, and purpose of the
documenta on sought.
Specific Document Types Sought
For the avoidance of doubt, the terms “formal governance papers, implementa on updates, readiness assessments,
and programme status reports” are intended to cover standard public-sector programme and governance
documenta on such as:
• formal briefings and memoranda prepared for senior leadership or governance purposes; • programme or
implementa on status reports, including milestone tracking or RAG-status repor ng; • implementa on readiness
assessments; • risk and issues registers or formal risk assessment frameworks; • implementa on sequencing, pacing,
or roadmap papers; and • agenda papers, ac on logs, or formally tabled mee ng papers where implementa on
readiness or implementa on risks were discussed.
Authors and Intended Recipients
This request is limited to formal documenta on generated by, or submi ed to, senior Ministry officials, programme
governance groups, implementa on oversight groups, or project teams responsible for the refreshed English
curriculum for Years 0–8.
This includes documenta on prepared for, or provided to, curriculum implementa on leadership, programme
governance, execu ve oversight, or project management func ons within the Ministry.
Purpose of the Documents
The scope is restricted to formal documenta on created for purposes such as:
• assessing sector, school, or teacher implementa on readiness; • repor ng on implementa on sequencing, pacing,
milestones, or delivery risks; • iden fying implementa on support requirements for schools or teachers; or •
advising senior leadership or governance groups on implementa on risks, mi ga ons, or opera onal readiness.
As noted in my original request, I am not currently seeking full copies of all documents under this request. I am
seeking a schedule or list iden fying relevant documents, including tle, date, document type, and a brief
descrip on of the relevant subject ma er.

We appreciate your clarifica on however, parts of your request s ll lack due par cularity.
Could you please provide further clarifica on regarding the specific document types you are seeking, where you
refer to formal governance papers, implementa on updates, readiness assessments and formal implementa on
and governance documenta on.
At this stage, the Ministry is unable to determine the par cular document types in scope of these aspects of your
request.
It would be helpful if you could provide more specific document types and who the documents might have been
