Under the Official Information Act 1982, I request copies of any final guidance, review frameworks, review criteria, reviewer guidance, briefing material, presentations, workshop resources or equivalent documents prepared for Curriculum Review Groups (including Academic Review, Primary Focus, Secondary Focus, Employer Review, or other Review Groups established under the revised curriculum development approach) to support the review of draft New Zealand Curriculum material.
This includes any final material describing:
* the purpose and role of Review Groups;
* the methodology or process to be followed when reviewing draft curriculum material;
* the review criteria, quality assurance framework, or expectations to be applied by Review Groups; and
* any guidance prepared to support consistent review of curriculum materials under the revised curriculum development approach described in METIS 1344254.
This request is limited to final material prepared for Review Groups and does not include routine administrative correspondence, meeting invitations, draft working documents, or individual review comments or feedback.

Thank you for your emails of 20 and 26 June 2026 to the Ministry of
Education requesting information regarding the Ministry’s current work on
the curriculum. Your requests have been considered under the Official
Information Act 1982 (the Act) and I have attached the text of both
requests to this email.
Please note that we have combined your two requests for ease of processing
and for consideration under section 18A(2) of the Act which advises that:
For the purposes of refusing a request under [1]section 18(f), the
department or venture, Minister of the Crown, or organisation may treat as
a single request 2 or more requests from the same person—
(a) that are about the same subject matter or about similar subject
matters; and
(b) that are received simultaneously or in short succession.
As it stands, your combined requests are likely to require a substantial
amount of time to response to. As such, parts may be refused under section
18(f) of the Act as the information requested cannot be made available
without substantial collation or research.
In the hope that we may be able to avoid refusing your request, we would
be grateful if you could provide further detail around the nature of the
information you are looking for, so that we might be able to determine the
information that is most meaningful to you.

To assist with processing the combined requests, the information of greatest interest to me is final or substantive material explaining:
- why the curriculum development approach changed from that described in METIS 1342593;
- the rationale for introducing a knowledge-rich curriculum and revised sequencing and progression expectations;
- implementation risks associated with those changes, including impacts on schools, teachers, and learners performing below expected curriculum expectations; and
- mitigation strategies, implementation planning, or support approaches developed in response to those risks.
I am primarily interested in final reports, implementation planning papers, briefings, risk assessments, evidence summaries, and final advice relied upon for policy development, implementation planning, or decision-making.
I am not seeking routine administrative correspondence, meeting invitations, draft working documents, or material relating solely to the drafting of individual learning areas.
I hope this clarification assists in narrowing the scope of the combined requests while retaining the information of greatest interest.
