List of long term contractors

Dear Wellington City Council,

From the recent Deloitte report:

> Contracts are often rolled over or directly appointed based on past performance, which may miss competitive opportunities that offer better value for money.

Pertaining to contracts that provide human resourcing (either dressed as fixed price milestones or times + materials contracts) the council and where the contractors have been essentially effectively employed by the council at least three months through contracting arrangement.

Please provide the list of contractors with the below details of the contractors:

A) Responsible "line manager" or overseeing the contractor
B) Department / group within the council
C) Initial start date (when the contractor was granted access etc.)
D) Current SOW / PO identifier
E) Contracting / panel organization providing the contractor
F) Daily (or weekly) rate if applicable (Time & Materials)
G) Next renewal date

Feel free to redact the names as I am mostly interested on understanding how effectively the council uses contractors and how long typically contractors are used in given departments / groups within the council.
