In addition to my other request relating to these two hostels that have undergone change of use from residential to commercial;

1) House of Pirie (38 Pirie Street, Mt Victoria)

Please provide the certificate of public use of these two properties;

I would like to understand the effectiveness of the council building consent / enforcement regime on how it mitigates the risk of these commercial buildings which might be erroneously risk-classified as residential that have slipped through the cracks.
