Thank you for your email dated 4 May 2026 to Te Kaunihera o Pōneke | Wel ington City Council (the
Council) requesting the following information:
From the recent Deloitte report:
“Contracts are often rolled over or directly appointed based on past performance, which may
miss competitive opportunities that offer better value for money”
Pertaining to contracts that provide human resourcing (either dressed as fixed price
milestones or times + materials contracts) the council and where the contractors have been
essential y effectively employed by the council at least three months through contracting
arrangement.
Please provide the list of contractors with the below details of the contractors:
A) Responsible "line manager" or overseeing the contractor
B) Department / group within the council
C) Initial start date (when the contractor was granted access etc.)
D) Current SOW / PO identifier
E) Contracting / panel organization providing the contractor
F) Daily (or weekly) rate if applicable (Time & Materials)
G) Next renewal date
Feel free to redact the names as I am mostly interested on understanding how effectively the
council uses contractors and how long typically contractors are used in given departments /
groups within the council.
Your request has been considered under the Local Government Of icial Information and Meetings Act
1987 (LGOIMA).
Within your request, you have quoted an excerpt from t
he Deloitte report, specifical y the fol owing
within page five of the report:
Contracts are often rol ed over or directly appointed based on past performance, which may miss
competitive opportunities that offer better value for money
Prior to addressing your request, and to provide context, it is relevant to note that on the same page
of the report, immediately above the excerpt you have quoted, Deloitte also states:
WCC staff estimate only ~20% of contracts are tracked in WCC’s contract management system,
making it difficult to monitor spending, payments or supplier performance across the organisation

The Council does not hold a single, centralised register that captures
all contract types across all
Business Units. As a result, the information you have requested cannot be extracted or compiled in an
automated or centrally managed way.
To collate this information would require each Business Unit to be individual y approached to identify
and manual y review the contract and resourcing arrangements they hold. Your request does not
specify a time frame, and Council has in excess of 40 Business Units. Undertaking this work would
involve a very significant amount of manual collation and research.
With the above in mind, your request has been refused under section 17(f) of the LGOIMA due to the
substantial manual col ation involved.
In addition, you may find the fol owing information of interest. In response to the findings identified in
the Deloitte report, Council officers have been working to implement a new centralised system to
improve the recording and visibility of contracts across the organisation.
The system is currently in a user-testing phase, with relevant contracts being progressively uploaded.
This work is scheduled to be completed by the end of June 2026. Subject to successful completion of
testing, Council anticipates that contract reporting functionality wil be available from 1 July 2026.
Should you remain interested in this information once the system is operational, you are welcome to
submit a new request at that time, which Council would consider with reference to the information
then held within the new system.
It may be helpful to note the fol owing in relation to the specific information original y requested.
Information relating to individual contractors’ daily or weekly rates is likely to be commercial y
sensitive and, if requested, would be considered for withholding under the applicable withholding
grounds of the LGOIMA. Where appropriate, Council would instead consider whether higher-level
information, such as total contract values, could be made available.
Similarly, information identifying individual Council officers who oversee or act as line managers for
contractors would likely engage privacy considerations and may not be released. However, Council
would be able to confirm the relevant Business Unit or group within which a contractor is engaged
with.
