Dear Wellington Regional Council,
Age discrimination is problem in today's society where the discrimination is not tied into any means based testing.
Please provide the human rights assessment that was done regarding:
a) Providing free public transport to any Gold card holder/s
b) Ability for the gold card holders to not be tracked e.g. snapper
In addition please provide;
a) Statistics over gold card users who used public transport in FY25 or relevant period
b) Alternatively lost revenue projections due to Gold card
c) Lobbying done by the minister/s to provide the free transport to gold card holders

Kia ora,
We have received your request for information 2026-078 on Metlink’s
operating model.
We would like to note that Greater Wellington contracts our public
transport operators to provide the assets and people (including the
vehicles, drivers and depots) necessary for the services to run and the
majority of the infrastructure is not owned by Greater Wellington. This is
a different model than used by Wellington Water, who you noted in your
request, and the terms of management and oversight are laid out in the
contracts, which are available on the Greater Wellington website through

In order for us to provide you with the most useful information, we are
requesting that you review this information and clarify the specific
details you are seeking. Please note that amendments to your request will
