Dear Fire and Emergency New Zealand,
I am a New Zealand Citizen.
Under the Official Information Act 1982 I am requesting information about the Generation 2 MAN trucks and cascade documentation that is being reviewed since the failure of rescue equipment stowage space on these trucks.
As the document is currently being reviewed since these failures have occurred, I am inclined to believe the document has existed for some time for truck allocation to 'PRT' stations, but was previously declined under Section 18(e) of the Official Information Act 1982.
1). Deputy National Commander Megan Stiffler's previously publicly stated "28 fire pumps are coming out to communities by Christmas", can Fire and Emergency NZ confirm what communities will be receiving these trucks?
2). Please provide this Type 3 MAN cascade document, or most recent version of prior to commencing review, and any emails regarding the Type 3 MAN trucks (Generation 1 and Generation 2) since 01 July 2025.
3). In a separate document, please provide financial breakdowns, including total cost thus far, of the Generation 2 MAN trucks. This should include purchase of chassis, design, shipping to and from the UK, staff travel and accommodation, and any other relevant costings. This refers to OIA19573.

We are just reaching out to seek clarification and refinement of one part
of your request. In it you ask for the following information:
2. …any emails regarding the Type 3 MAN trucks (Generation 1 and
Generation 2) since 01 July 2025
As it currently stands, this request likely captures a significant
quantity of information and fulfilling it would require considerable
research to identify and then collate that information. This is because it
would capture any emails sent by anyone in Fire and Emergency, including
for example, all firefighters, those in district and region management,
training, fleet, equipment and logistics, and any other teams or
individuals that may have mentioned anything about any Type 3 MAN trucks.
Even taking into the account the timeframe provided, we consider that
fulfilling this aspect if your request would unreasonably interfere with
our operations, and it is likely we would refuse it under section 18(f) of
the OIA, because the requested information cannot be made available
without substantial collation and research.
Given this, we are reaching out to ask if there is any specific
information you are interested in for this part of your request. For
example, are you interested in where Type 3 MAN appliances were planned to
go before the appliance delivery schedule was being reviewed?
Please note that in accordance with section 15(1AA) of the OIA, an amended
or clarified request replaces your original request and is deemed to be
received by Fire and Emergency on the date it was amended or clarified.
This means that our timeframe for response would be updated to be 20
working days from that date. If we do not receive a reply, we will
consider your request on its original merits.

Please proceed with the following refinement of the request:
2). ...and any emails between the National Fleet Manager and Region Fleet Coordinators, that specify the station allocation of the Type 3 MAN appliances and subsequent cascade of Type 3 appliances before the appliance delivery schedule was to be reviewed.
2a). Please also provide any emails since 01 September 2025 regarding the equipment stowage failures on the Generation 2 Type 3 MAN Appliances, include the size specifications that were provided to build company Angloco.

Thank you for your response, we will make enquiries about your refined
request (2) and will be in touch if we have any further queries.
However, question (2a) will have the same issue that your original request
for emails had. It could include any mentions held by anyone across all of
Fire and Emergency about "equipment stowage failures on the Generation 2
Type 3 MAN Appliances", including all firefighters (career and volunteer),
those in district and region management, training, fleet, equipment and
logistics, and any other teams or individuals that may have mentioned this
subject.
Given this we propose that you refine this aspect of your request to
mirror the first part, as only capturing emails between the National Fleet
Manager and Region Fleet Coordinators.

Thank you for providing this information.
Given that the MAN appliances will not be delivered by 25 December 2025, which has now passed, will Fire and Emergency be issuing any correction or updated timeframes to the statement? What is the cause for delay?
Could you please include the “Build Number” for each MAN appliance that is going to these stations?
Does this list include the “prototype” MAN trucks supplied by Angloco and SEM? Registration Plates PST935 and QQC305? If not, please include this information also.
Can Fire and Emergency provide a similar list of appliances that will be receiving the EmergencyOne Scanias?
