We refer to your request of 18 November 2025 requesting information relating to the Fire and
Emergency fleet under the Official Information Act 1982 (OIA). Thank you for your correspondence
with us on 24 and 25 November 2025, where you clarified and refined your request. We copy and
respond to each aspect of your updated request below.
1. Deputy National Commander Megan Stiffler's previously publicly stated “28 fire pumps are
coming out to communities by Christmas”, can Fire and Emergency NZ confirm what
communities wil be receiving these trucks?
The statement made referred to 28 Angloco MAN Type 3 appliances. Please see the below table,
which details the appliances they are planned to replace. They wil not be replaced by 25
December 2025.

2. Please provide this Type 3 MAN cascade document, or most recent version of prior to
commencing review
A cascade document has not been produced for the 28 Angloco MAN Type appliances. Therefore,
we are refusing this aspect of your request under section 18(e) of the OIA, as the document
al eged to contain the requested information does not exist.
3. …
and any emails between the National Fleet Manager and Region Fleet Coordinators, that
specify the station allocation of the Type 3 MAN appliances and subsequent cascade of
Type 3 appliances before the appliance delivery schedule was to be reviewed.
4. Please also provide any emails between the National Fleet Manager and Region Fleet
Coordinators, since 01 June 2025 regarding the equipment stowage failures on the
Generation 2 Type 3 MAN Appliances,
Please find attached, as the
Appendix to this response, copies of all emails between National
Manager Fleet and any Region Fleet Coordinator that specifies the station allocation of the
Angloco Type 3 MAN appliances and subsequent cascade of Type 3 appliances before the schedule
came under review, or regarding the ability of those appliances to stow equipment.
Some information has been withheld from the
Appendix under the following:
• section 9(2)(a) of the OIA, to protect the privacy of natural persons.
• section 9(2)(c) of the OIA, to avoid prejudice to measures protecting the health or safety of
members of the public
In making this decision, we have considered the public interest considerations in section 9(1) of
the OIA.
5. …include the size specifications that were provided to build company Angloco.
The locker size specifications that were provided to the build company for the Angloco Type 3
Angloco MAN appliances was as follows:
“
Locker Volume. There is to be approx. 6.5 m3 of usable locker volume excluding suction hose,
spare BA cylinders and hose ramps. The measurement method for determining useable locker
volume is as fol ows:
• Width = distance between the locker door seals,
• Height = distance between the bottom of locker door latch bar and locker doorsil ,
• Depth = distance from the inside of locker door tracking to the rear wall of the locker or
locker wall lining.”
6. In a separate document, please provide financial breakdowns, including total cost thus far,
of the Generation 2 MAN trucks. This should include purchase of chassis, design, shipping
to and from the UK, staff travel and accommodation, and any other relevant costings. This
refers to OIA19573.
Please see the below table, which breaks down the cost of the 28 Angloco MAN Type 3 appliances,
including the cost of Fire and Emergency personnel travelling to the UK to undertake quality
control and compliance checking as part of the build process. Please note that this wil not be the
final costs associated with these appliances as some further work is being done before they are
deployed.
