Unfortunately, we are unable to determine how many driver license holders
drive vehicles and where. 
regarding this, I am trying to get a proxy for the number of active drivers in Wellington, either by vehicles registered or by  licenses. 
or as an alternative are there vehicle volumes available? i assume that would be close to impossible to get a measure of vehicle densities  and I assume this would be difficult to normalize over the wellington region as this is a granular measure of volume and not a total volume?
