of 17 December 2024 requesting the fol owing information under the Official
Information Act 1982 (the Act):
I would like to enquire on the fol owing ( in greater wellington):
what the length of roads are
what is the length of dedicated Cycle ways, what is the length of shared Cycle ways what is
the Length of pedestrian walkways
Then what is number of registered Cars drivers in wel ington (based on registered vehicles)
what are the numbers of cyclists (based on cycle counters)
On 20 December 2024 the following parts of your request was transferred through to Wellington City
Council.

On 17 December 2024 we asked for a clarification on the remainder of your request, and on 22
January 2025 this was clarified as:
I am trying to get a proxy for the number of active drivers in Wellington, either by vehicles
registered or by licenses.
or as an alternative are there vehicle volumes available? i assume that would be close to
impossible to get a measure of vehicle densities and I assume this would be difficult to
normalize over the wel ington region as this is a granular measure of volume and not a total
volume?
The fol owing driver licence and motor vehicle data should be read in conjunction with the caveats
listed at the bottom of this letter.
There were 404,510 class 1 driver licence holders with an address in the Wel ington Region as at 30
January 2025. Please note that addresses can be up to ten years old and may not reflect where the
holder currently resides.
The fol owing table shows the number of vehicles registered in the Wel ington Region as at 30 January
2025. Vehicles have been categorised by their Gross vehicle mass (GVM):
• Light – less than or equal to 3500kg
• Heavy – over 3500kg
• No GVM – GVM recorded as zero

• The information was extracted from the Driver Licence Register and is current as at 30
January 2025.
• The data is limited to current licence holders as at 30 January 2025 with:
o Class 1 (MOTOR CARS AND LIGHT MOTOR VEHICLES) licence - learner, restricted
or full
• Licence holders may hold other classes not reported in this dataset.
• Data is limited to licence holders with a standard or diplomatic licence type as at 30 January
2025.
• Data is limited to licence holders with a recorded address that is within the Wel ington Region
as at 30 January 2025.
• Region is determined by the physical town or suburb recorded against the licence holder as at
30 January 2025 and may not reflect the licence holder's current address.

• Data is limited to registered vehicles with the fol owing attributes:
o Vehicle type is "GOODS VAN/TRUCK/UTILITY" or "PASSENGER CAR/VAN" or
"MOTOR CARAVAN".
• Gross vehicle mass (GVM) categories:
o Light vehicle has a GVM of 3,500 kg or less.
o Heavy vehicle has a GVM of greater than 3,500 kg.
o No GVM has a Zero recorded in MVR for GVM.
• Data is limited to vehicles that have an active registration status within the Wellington Region
as at 30 January 2025:

o ‘Registered’ - in relation to a vehicle, means registered under Part 17 of the Land
Transport Act 1998, and consequently a vehicle wil have plates issued to it.
o ‘Active’ - the vehicle has not been deregistered and the registration has not lapsed.
o ‘Lapsed’ - the vehicle has not had a valid vehicle licence for 12 months or more.
o ‘Cancel ed’ - the vehicle has been deregistered.
• The data includes vehicles that may or may not be currently licensed for road use.
o ‘Licence’ - in relation to a vehicle, means a vehicle has paid its current annual
licensing fee to be al owed to travel on New Zealand roads. Commonly referred to as
'Rego'.
• The location of the registered owner’s address is not necessarily the area in which they
operate the vehicle.
• Vehicle attributes and address data are free text or user-selection. Mistakes may occur with
these types of entries (e.g. misspellings, wrong selection type, blank values).
