Dear Christchurch City Council,
In regards to the Marshlands / Shirley / New Brighton Roads' intersection, please provide the following;
1. Evidence and Data for the perceived reasons for the changes to this intersection, including but not limited to;
a. removal of the slip lane,
b. Cost vs benefit ratio for the installation of the camera at $2,500-$5,000 installed,
c. The rationale of how this change would increase traffic flow, and
d. How this change provides the mode of transport segregation, between vehicles/buses and cyclists, for the beneficial advantage of cyclists & pedestrians,
2. The number of formal notifications, requests for feedback, requests for input and or responses, including those for and against the changes, by;
a. Residents
b. Commuters,
c. Cyclists, and
d. The general public
3. Show how the decision to implement these changes based on the above criteria complies with the Local Government Act 2002 s14(1)(a)(i), and(1)(b), and (c)(ii), and (1)(d), and (1)(f), and finally s14(2).

On 15 April 2024, you requested the following information, under the Local
Government Official Information and Meetings Act 1987 (LGOIMA):
In regards to the Marshlands / Shirley / New Brighton Roads' intersection,

1. Evidence and Data for the perceived reasons for the changes to this
intersection, including but not limited to;

The changes to this intersection are for safety reasons, and further
information around crashes can be found in the report to the Joint Waipapa
Papanui-Innes-Central Community Board and Waitai Coastal-Burwood-Linwood
Community Board meeting

In response to the specific questions:
1. The slip lane removal was recommended through the safety audit
process. The scheme stage safety audit is attached.
2. There was no cost-benefit undertaken for the camera. This was agreed
through discussions with our Public Transport provider, Environment
Canterbury.
3. This objective of this project is safety, not efficiency. There was no
requirement to increase traffic flow.
4. The plan retains the short section of bus lane on the Shirley Road
approach. The shared path that was proposed to provide people riding a
space away from the main carriageway, which was requested through the
submissions process, was not approved by Council.

changes, by;

c. Cyclists, and

Staff provide all the information on a project in the report to the
Community Boards. The Community Board then make the decision, and in this
