“Commuters in the capital will see a significant benefit in time savings from these upgrades. Those travelling on the number one bus between Island Bay and the Railway Station are forecast to save 9 minutes during morning peak times, while those on the number two bus between Miramar and the CBD will notice a saving of 11 minutes on their journeys,” Mr Brown says."

Dear Simeon Brown (MIN),

Thank you for your response to my OIA request of 18 November 2024. Unfortunately the relevant section of your press release of 5 November is not consistent with the MIN-4667 document that you have identified as the source, and hence does not satisfy my request for information.

The source for the information in question appears to be the following bullet point on the third page of MIN-4667:

“SH1 Wellington Improvements are forecast to contribute to the 11 minutes of travel time savings for Bus Route 1 in the AM peak between Island Bay and the city centre. SH1 Wellington Improvements to the east of Mt Victoria Tunnel are forecast to contribute to the 9 minutes of travel time savings for Bus Route 2 in the AM peak between Miramar and the city centre.”

Putting aside the transposition errors noted in your response, there are two relevant issues:

1. For both bus routes 1 and 2, the improvements are stated merely to contribute to the respective time savings, with no information as to the extent of those contributions. This means that the attribution in your press release of the full time savings to these improvements does not reflect the content of MIN-4667: the only reasonable conclusion that can be drawn is that the savings attributable to the improvements will be less than those included in the document and your press release.

2. For bus route 2, the contribution to the time savings is said to come from improvements to the east of Mt Victoria Tunnel. They therefore have no relevance to the improvements in question, which apply to the tunnel and SH1 to the west.

In summary, on the basis of the information contained in MIN-4667 the time savings in your press release for route 1 appear to be overstated and for route 2 either overstated or unsubstantiated, and hence your response does not include all the relevant information that I requested.

To clarify, I confirm my request for all information relating to the bus time savings attributable to the relevant improvements, as given in your press release, exclusive of the contributions from any other source such as the unspecified items included in the savings given in MIN-4667.

I would also like to add a request for the link to your press release as revised to incorporate any necessary corrections.
