Dear Upper Hutt City Council,
I am seeking all information on any traffic modelling undertaken by upper hutt council since 2021 in particular the work done by Abley in more recent time. This information needs to include any emails from or to staff in relation to any traffic modelling matter and to and from the consultants including any attachments that may be on the emails. I am also seeking any information related to any talk with Lower Hutt city council in relation to the use of Reynolds back drive for the southern growth area including any proposed industrial development.

Decision on your official information request
I refer to your official information request dated 16/06/2024 for any
traffic modelling undertaken by Upper Hutt City Council since 2021.
We need to decline your request for information related to any talk with
Lower Hutt City Council in relation to the use of Reynolds Bach Drive for
the Southern Growth Area including any proposed industrial development
under section 17(e) of the Local Government Official Information and
Meetings Act 1987 (LGOIMA) as the information does not exist.
In regards to your request for all information on any traffic modelling
since 2021, including any emails from or to staff in relation to any
traffic modelling matter and to and from the consultants, we need to
decline this request under section 17(f) of the LGOIMA on the grounds that
the information cannot be made available without substantial collation. We
have conducted a search for emails relating to traffic modelling within
the time period of 1/01/2021 – 17/06/2024 and this has returned 1,519
emails to review. An initial sample review has indicated a lot of these
items to be in scope (i.e. the search results appear valid).
Reduction in scope
If you would like to make a further request with a narrower scope, please
let us know – perhaps if there was a particular area you were interested
in, or if you wanted copies of just the reports?

Dear Upper Hutt City Council Official Information Team,
Thank you for your response. I am specifically seeking the Abley traffic modeling that has been done recently, and the scope of the emails can be narrowed to any that mention the Guildford timber company and/or the area formerly known as the Southern growth area.
An am also after any concept plans for the proposed new silverstream road bridge over the hutt river, and any roading layout concepts for the intersections of Ferguson drive and eastern hutt road, and field street.
