Request for AT Calculations of PT Subsidy per Passenger Kilometre by Mode

Tony Randle made this Official Information request to Auckland Transport

The request was partially successful.

From: Tony Randle

Dear Auckland Transport,

I note that Auckland Transport (AT) publishes a monthly "Transport Indicators Report" (URL for March 2015 Report: https://at.govt.nz/media/1070168/Item-11...).

The Transport Indicators Report includes a chart labelled "PT Subsidy per Passenger Kilometre" for ferry, rail, bus, total and SOI Target since June 2013 with the support note stating:
"PT Subsidy per Passenger Km - the net subsidy per passenger km is calculated by dividing the cost (less fare revenue) of providing PT services by the distance travelled by all passengers. Total PT subsidy per passenger km in February 2015 was $0.29.
Source: PT Ops"

Could I please have a copy of the detailed calculations used to create this chart for the most recently published report ?

I assume this information is calculated by electronic means (i.e. in a spreadsheet) and so I would prefer AT provided this information in its complete and original electronic format.

Finally, can you please acknowledge the receipt of this information request ?

Regards

Tony Randle

Yours faithfully,

Tony Randle

Dear CustomerLiaison (AT),

Thank you for your reply to my information request (Your reference CAS-581775-Z4G1T2).

While provision of the data used to calculate the PT subsidy per passenger is useful, I also asked for a copy of the calculations so that I may understand how the data is processed. I would assume, at least, that AT utilises some form of expenditure divided by passenger numbers as the basis for it’s per passenger calculation. It is for this reason that my information request specifically stated:

"I assume this information is calculated by electronic means (i.e. in a spreadsheet) and so I would prefer AT provided this information in its complete and original electronic format."

The data provided in PDF format does not include the requested calculation information and it does not appear that AT has provided the "information in its complete and original electronic format" as originally requested.

Can AT please provide the requested information in the original electronic format as requested so that I may understand how the per passenger PT subsidy calculations were made ?

Yours sincerely,

Tony Randle

Tony Randle left an annotation ()

Although Auckland Transport did provide an original Spreadsheet with the figures, it does not conatin any supporting source data and does not have any formula calculations which is unexpected.

It appears that they calculated the PT Subsidy per passenger km by mode figures in another spreadsheet and then saved/edited it to the spreadsheet provided. It is unclear whether this spreadsheet was also used to provide the charts.

I will raise another request.
