Dear Ruapehu District Council,
Please could you provide us a break down of costs, both incurred, and yet to be invoice, but expected for the following.
1) Total costs for the consultation/implementationof the ATMS and all associated costs since implementation. These are to exclude costs on the already established houses listed on council website https://www.ruapehudc.govt.nz/our-facili...
2) The total costs as above, however directly associated with Teitei Drive
3) A total dollar figure of the money received from grants or subsidies to support the above
4) Please provide a total dollar figure of the possible clawbacks from point 3, for the avoidance of doubt, is there any money that has been paid to RDC that will/may need to be paid back.
5) Is there any record of FTE or man hours spent on the Teitei project from internal staff, or expenses registered against the project that may not be captured under question 1 & 2 that can be provided.

Dear Info,
We consider your response inadequate and request a response to each individual question and the grounds for refusal.
The public deserve a response and deserve to know how much was spent on each project. This is vital for transparency and to show the public that council is fiscally responsible.
With the budget blow outs for 3 waters, housing and with the cost of living crisis and rate increases, council continue to waste rate payer funds including the suggestion on building a new hub in raetihi. With all considered we believe this to be in the public’s best interest and will be taking this complaint to the ombudsman on 30th September if we don’t receive a satisfactory answer

1./ failed to include the answer to question 1 regarding total spent on ATMS
2./ question 2 seems quite low considering the response received 1st feb regarding the costs associated with Ree Anderson exceeding $250k, though some of this $250k may be related to question 1 which is yet to be answered.

I find it hard to believe your recent response stating that "Ruapehu District Council did not separately monitor or record the costs related to the development and implementation of the ATMS between 2020 and 2024", this would lead me to believe that the recent independent review (https://www.rnz.co.nz/news/national/5593...) needs to be broadened to include the wider cultural and fiscal policies within RDC.
I refer you to your response at https://fyi.org.nz/request/24541/respons... and https://www.ruapehudc.govt.nz/repository... which highlighted the budgeted $100k and $125k (totalling $225k) for site investigations. Is council advising that they have no records of this spending allocated correctly?

Questions:
1./ What code and name (in the GL (General Ledger)) does the ATMS sit within.
2./ How GL code and name does Ree Anderson invoices sit within.
3./ What projects was Ree Anderson involved in and what was the budget allocation for each of her projects and the amount paid for each.
4./ From the allocated $100k and $125k for site investigations, what GL code and name did these sit within and how much was spent out of those two approved amounts?
5./ Was any spending on the ATMS or Teitei drive social housing project, allocated to any other GL codes and if so which ones and how much?
