Survey of Kerikeri river by Total marine
Chris Claydon made this Official Information request to Northland Regional Council
The request was successful.
From: Chris Claydon
Dear Northland Regional Council,
A year or two ago I spoke to Total Marine staff working on a barge in Kerikeri river who told me they were carrying out a survey of the river, funded by NRC, in preparation for the mooring pile replacement programme which was originally planned for around 2015 but has still not happened.
It appears that the council has abandoned organising the pile replacement and pile owners have been left to each organise contractors to replace their own piles individually.
So that the money already spent on that survey is not entirely wasted, it would be very helpful if NRC could please make public under this LGOIMA request a complete copy of all the material (including data, documents, drawings and reports) produced by Total Marine from their survey of the river and moorings in case that data is of use to individual mooring owners wanting to replace their piles and to identify piles which may or may not need replacement.
For any data files please provide both the original machine-readable data formats (CSV, vector graphic, spreadsheet, etc.) and a human-readable PDF or JPEG version.
If the council has similar/relevant information from sources other than Total marine or generated within the council (including internal documents and correspondence about the pile replacement) then please include that too.
I understand that some information may be withheld (such as hiding quoted prices for commercial reasons), however I ask that no document is entirely withheld - please only redact the minimum part of the document which must be redacted and disclose the rest of it.
Yours faithfully,
Chris Claydon

Dear Mr Claydon
REQUEST FOR OFFICIAL INFORMATION
I refer to your request for information contained in your email of 2^nd
February 2024.
Your request for information relating to the survey carried out by Total
Marine of the Kerikeri River under the Local Government Official
Information and Meetings Act 1987 (LGOIMA) has been considered and
granted. Please find enclosed the following:
o All reports received from the survey undertaken in 2021. This survey
was of the riverbed substrate in which existing piles are embedded.
Regarding your request for all internal documents and internal
correspondence about the pile replacement, this would take substantial
collation and a charge will apply due to the amount of resource required
to process this request. The Regional Council holds many years of records
under individual files. In the interests of providing information quickly,
and of use, if you can be more specific about what would be helpful for
you in relation to your pile mooring that may be faster to provide.
The pile replacement project has been delayed due to complications
regarding consents, the ownership structure of piles, and contractor
availability. Options are still being looked at but the difficulties in
predicting accurate costs, along with owner’s abilities or wish to commit
are causing difficulties in moving forward.

Hi Jim,
Thanks very much for your response, this contains the information I was looking for so I don't require anything more thanks.
I'm sure the data on the depth of mud and rock at each pile position will be very useful indeed so that individual mooring owners can obtain quotes for their own pile replacement and so that piling contractors can purchase the right materials in advance, including the right length piles without wastage - piling for rock costs a lot more and requires different equipment and materials so this is helpful.
Perhaps you could contact other mooring owners and mooring contractors to direct them to this response on the FYI website as I am not in touch with all of them? It's posted in public here:
https://fyi.org.nz/request/25611
For the benefit of other readers of these documents, I have checked some of the GPS positions and it looks like "Row 1" is the row opposite the Electric Boat Company marina in Kerikeri River, upstream of the Waipapa Stream junction. The pile numbering appears to start at the downstream end of that row. It looks like they then worked their way upstream from here towards the Stone Store wharf numbering the piles and rows in order.
Many thanks and best regards,
Chris
