We refer to your Request for information under the Local Government Official Information and Meetings Act 1987 (LGOIMA) regarding EOC/ECC seismic resilience which was received by the Bay of Plenty Regional Council (Council) on 13 June 2023.

Emergency Bay of Plenty has a group emergency coordination centre (GECC) which is housed in the Bay of Plenty Regional Council Tauranga office, located at 1 Elizabeth Street.

As part of the buildings refurbishment completed in 2019, Council made the decision to house the GECC on level 3 of the building. The building is 55% NBS of IL4. This rating was completed in 2020.

We also use the Council Chambers in our Whakatāne office as a GECC facility, located at 5 Quay Street. The building is 54% NBS of IL4. This rating was completed in 2010. In 2017 a report was completed concluding a 70% IL2 rating.

Your request has been partially transferred to the local city/district councils in the Bay of Plenty to respond on their EOC facilities.

The Rotorua Lakes Council (RLC) has two buildings identified/likely to be
used as an EOC after a seismic event.  The requested information regarding
these buildings follows:

-          Current %NBS – Rating varies from 62% to 83% dependent on the
area of the building and is based on IL3 conditions rating

-          Date of last assessment – 29 July 2013 (Sigma Consultants)

-          Type of seismic assessment – Seismic Structural Assessment

Rotorua International Stadium, Devon Street

-          Current %NBS – Rating varies from 68% to 100% dependent on the
area of the building and is based on IL3 conditions rating

-          Date of last assessment – 24 June 2015 (Sigma Consultants)

-          Type of seismic assessment – Seismic Structural Assessment
